Rajasthan Sambal Gram Vikas Yojana राजस्थान संबल ग्राम विकास योजना
राजस्थान राज्य में प्रदेश के अनुसूचित जाति/जनजाति बाहुल्य ग्रामीण क्षेत्रों के विकास हेतु संबल ग्राम विकास योजना 18 अगस्त 2009 से संचालित है। पहले इस योजना के तहत ग्राम विकास पर रूपए 5 लाख तक खर्च किये जाने का प्रावधान था। किन्तु राजस्थान सरकार द्वारा जारि नयी दिशा निर्देश 2019 के अनुसार अनुसूचित जाति,जनजाति वित्त एवं सहकारी निगम की बैठक में चयनित संबल ग्राम के विकास कार्य हेतु रूपए 10 लाख खर्च किया जाएगा। योजना के तहत चयनित संबल ग्राम में पक्की सड़क, बिजली, पानी, स्कूल जैसी आधारभूत ढाँचे के निर्माण कार्य को प्राथमिकता दी जायेगी।आइये जाने संबल ग्राम विकास योजना की जानकारी।

राजस्थान के ऐसे ग्राम जिनकी कुल जनसँख्या के अनुपात में अनुसूचित जाति, अनुसूचित जनजाति की जनसँख्या 40 प्रतिशत या उससे अधिक है। ऐसे सभी गाँव संबल ग्राम विकास योजना के तहत वर्गीकृत किये गए हैं। राज्य सरकार द्वारा गाँवों के विकास के लिये योजना के तहत नियम बनाए गये हैं। जिला कलेक्टर की अध्यक्षता में अनुसूचित बैठक आयोजित की जाती है। जिसमें योजना के लक्ष्य के अंतर्गत संबल ग्राम विकास हेतु ग्राम का चुनाव किया जाता है। वर्ष 2019 में अनुसूचित जाति, अनुसूचित जनजाति सहकारी समिति द्वारा राजखेड़ा की ग्राम पंचायत नाहिला के गाँव खुडिला के पुरा को संबल ग्राम विकास योजना के लिए चयनित किया गया है।

योजना के क्रियान्वयन हेतु वर्ष 2018-19 संबल ग्राम विकास हेतु रूपए 10 लाख की राशि स्वीकृत की गयी है। इससे पहले योजना की अनुमोदित राशि रूपए 5 लाख थी।
Criteria Of Sambal Village Development Work संबल ग्राम विकास कार्य के मापदंड
योजना के तहत संबल गाँव में विकास हेतु आधारभूत संरंचना के निर्माण कार्य के क्रियान्वयन के लिए निम्नलिखित मापदंड निर्धारित किये गए हैं :
- सीमेंट कंक्रीट से बनी सड़क तथा इंटरलॉकिंग सड़क का निर्माण कार्य।
- नाली एवं सीवर का निर्माण।
- गाँव की गलियों में खडंजा /नालियों की निकासी /पुलिया आदि का निर्माण करना।
- सामुदायिक रूप से प्रयोग करने के गाँव में ट्यूबवेल का निर्माण।
- स्कूलों, कॉलेज में अतिरिक्त कक्षा और प्रयोगात्मक विषय के लिए लैब के निर्माण का कार्य।
- गाँव में विद्युतीकरण का कार्य।
- डाक्टर अम्बेडकर सामुदायिक केंद्र का निर्माण।
- सामुदायिक शौचालय का निर्माण के लिए ग्राम समिति को शौचालय के संचालन एवं रख-रखाव की जिम्मेदारी लेने का प्रमाण पत्र देना होगा। इसके पश्चात हीं गाँव में सामुदायिक शौचालय निर्माण कार्य की स्वीकृति प्राप्त हो सकेगी।
- आंगनबाड़ी केंद्र का निर्माण।
- प्राथमिक स्वास्थ केंद्र का निर्माण।
- स्वास्थ भवनों में पैथोलोजी लैब एवं अतिरिक्त कक्ष आदि के निर्माण का कार्य।
- पीने योग्य पानी के लिए पाइपलाइन /हैण्डपंप की बोरिंग का कार्य।
- गाँव के विकास हेतु अन्य कार्य के क्रियान्वयन की स्वीकृति राज्य के अनुसूचित जाति, अनुसूचित जनजाति सहकारी समिति /सामाजिक न्याय एवं अधिकारिता विभाग के सुझाव के आधार पर सुनिश्चित किया जाएगा।
