प्रधानमंत्री मोदी द्वारा किसानों की आय दोगुनी करने की लक्ष्य के तहत गोबर धन योजाना की घोषणा वर्ष 2018-19 के बजट में किया गया है। सरकार के इस योजना के संचालन से एक तरफ जहाँ किसानों की आय में वृद्धि होगी, वहीँ सरकार के स्वच्छ भारत मिशन को भी बल मिलेगा। गौरतलब है कि 19 वीं मवेशी जनगणना के अनुसार भारत में मवेशी की जनसँख्या 30 करोड़ के है। जिससे प्रतिदिन 30 लाख टन गोबर की प्राप्ति होती है। सरकार का लक्ष्य इस गोबर को उर्जा एवं खाद्य के रूप में परिवर्तित करके किसानो की आय में वृद्धि करना है। इसके साथ हीं किसानों के लिए आय के नए साधन का विकास करना है। इस योजना के संचालन से किसान फसल उत्पादन के स्वयं खाद्य का निर्माण करने में सक्षम हो सकेंगे। जिससे उनकी कृषि कार्य में होने वाले व्यय में कमी आएगी और आय में वृद्धि होगी। आइये जाने गोबर धन योजना की जानकारी।

केंद्र सरकार के स्वच्छ भारत मिशन के तहत गोबर धन योजना के माध्यम से “waste to wealth and waste to energy” बनाने का लक्ष्य निर्धारित किया गया है। योजना के तहत गाँवों को स्वच्छ बनाने के मिशन के अंतर्गत खेतों के ठोस अपशिष्ट एवं मवेशियों के गोबर को बायो- गैस, बायो -सीएनजी एवं खेतों में बचे फसलों के व्यर्थ भाग आदि को कम्पोस्ट में परिवर्तित किया जाएगा। जिससे अपशिष्ट पदार्थों का उपयोग बिजली, ईंधन एवं आय के साधन के निर्माण में किया जा सकेगा। योजना के तहत ग्रामीण क्षेत्र में किसानो , महिलाओं को घर से निकलने वाले कचरे , खेतों से निकलने वाले व्यर्थ कचरे एवं मवेशियों के गोबर को धन अर्जित करने के स्त्रोत के रूप में संरक्षित करने के लिए जागरूक किया जाएगा। जिससे आज तक कचरा समझ कर फेके जाने वाले संसाधनों का उचित उपयोग किया जा सके।

योजना के अंतर्गत देश के 115 ग्रामीण जिलों का चयन किया गया है। इन जिलों में स्वास्थ्य, शिक्षा, स्वच्छता, रोज़गार के साधन,विद्युतीकरण, सिंचाई, पेयजल, शौचालय आदि की सुविधा विकसित किये जाने का लक्ष्य निर्धारित किया गया है। गोबर धन योजना के माध्यम से किसानों को कृषि कचरे का उचित मूल्य प्राप्त करने में मदद हेतु ऑनलाइन ट्रेडिंग वेब पोर्टल का निर्माण किया जाएगा। योजना को सफल बनाने के के लिए किसानों एवं ग्रामीण क्षेत्रों के उद्यमियों को स्वयं सहायता समूह बनाकर सहकारी समितियों के माध्यम से ऑनलाइन ट्रेडिंग प्लेटफार्म से जोड़ा जाएगा। जिससे खेतों के ठोस अपशिष्ट एवं मवेशियों के गोबर का उचित मूल्य प्रात हो सकेगा। जिससे किसानों को आमदनी के नए साधन उपलब्ध होंगे।
Gobar Dhan Yojana Se Labh गोबर धन योजना से लाभ
- ग्रामीण क्षेत्र में स्वच्छता एवं स्वास्थ लाभ का प्रसार होगा।
- मवेशी पालकों एवं किसानों को आय के नए साधन उपलब्ध होंगे।
- बिजली, बायो -सीएनजी, बायो-गैस आदि के निर्माण हेतु उद्योग स्थापित होने से रोज़गार के अवसर में वृद्धि होगी।
- अंतर्राष्ट्रीय श्रम संघठन के अनुसार गोबर धन के सदुपयोग से देश भर में लगभग 15 लाख नए रोज़गार के साधन उपलब्ध हो सकेंगे।
- बायो -गैस एवं बायो-सीएनजी के उत्पादन से खाना पकाने एवं वाहन के लिए ईंधन में आत्मनिर्भरता का विकास होगा।
