Pradhanmantri Matsya Sampada Yojana प्रधानमंत्री मत्स्य संपदा योजना
प्रधानमंत्री मोदी द्वारा किसानों की आय दोगुनी करने के अभियान के तहत मत्स्य सम्पदा योजना की शुरुआत की गयी है। इस योजना की शुरुआत विडियो कॉन्फ़्रेंसिंग के जरिये 10 सितम्बर 2020 को बिहार राज्य से की गयी है। विडियो कॉन्फ़्रेंसिंग के माध्यम से मत्स्य सम्पदा योजना के साथ हीं ई – गोपाला एप भी लांच किया गया है। इस एप के जरिये पशुपालक किसान पशुओं की नस्ल सुधार, पशु टीकाकरण, कृत्रिम गर्भाधान एवं पशुधन प्रबंधन आदि से सम्बंधित जानकारी प्राप्त कर सकेंगे। प्रधानमंत्री द्वारा इस योजना की शुरुआत करने का उद्देश्य पशुपालन एवं मत्स्य पालन को बढ़ावा देने के माध्यम किसानों की आय दुगुनी करना है। मत्स्य सम्पदा योजना में रु 20 करोड़ से ज्यादा खर्च करने का बजट निर्धारित किया गया है। मत्स्य सम्पदा योजना के माध्यम से वर्ष 2024-25 तक देश में मत्स्य उत्पादन की क्षमता को 70 लख टन बढ़ाने का लक्ष्य रखा गया है। जिसके फलस्वरूप वर्ष 2024- 25 तक मछली निर्यात से देश में 1 लाख करोड़ रु राजस्व प्राप्ति की उम्मीद है। इस योजना के संचालित होने पर मत्स्य पालन से जुड़े किसान रु 3 लाख तक का ऋण प्राप्त कर सकेंगे। आइये जाने मत्स्य सम्पदा योजना की अब तक की जानकारी।

- मत्स्य पालक किसान
- मछुआरे
- मछली बेचने वाले
- मत्स्य पालक उद्यमी
यानी मत्स्य पालन योजना के तहत मत्स्य पालन व्यवसाय शुरू करने के लिए मछली पालन का अनुभव होना आवश्यक होगा।
Pradhanmantri Matsya Sampada Yojana Benefits प्रधानमंत्री मत्स्य संपदा योजना से लाभ
- मत्स्य पालन को केंद्र सरकार की योजना किसान क्रेडिट कार्ड से लिंक कर दिया गया है। जिसके फलस्वरूप अब मछली पालक किसान भी 4% ब्याज दर से रु 3 लाख का ऋण बैंक से प्राप्त कर सकेंगे। पशु किसान क्रेडिट कार्ड के जरिये लिया गया बैंक ऋण समय पर चुकाने पर ब्याज में छुट का अर्तिरिक्त लाभ प्राप्त कर सकेंगे।
- योजना के माध्यम से मछली प्रसंस्करण में होने वाले नुकसान को 25% तक नियंत्रण पाने का लक्ष्य रखा गया है। जिसके परिणामस्वरूप मछली पालक किसानों की आय दोगुनी करने के लक्ष्य को हासिल करने में मदद मिल सकेगी।
- योजना के तहत रु 1700 करोड़ लागत से बिहार के विभिन्न जिलों में मछली पालन से सम्बंधित कई परियोजना को लागू करने का लक्ष्य निर्धारित किया गया है। जिनमें से सीतामढ़ी में फिश ब्लड बैंक, किशनगंज में जलीय रोग रेफरल प्रयोगशाला ( aquatic disease referral laboratory) की स्थापना की जाएगी।
- मधेपुरा में मछली के चारा बनाने की फैक्ट्री स्थापित की जायेगी।
- बिहार के पूसा में स्थित डॉ राजेंद्र प्रसाद केंद्रीय कृषि विश्वविद्यालय में मछली उत्पादन टेक्नोलॉजी सेंटर की शुरुआत की जायेगी।
- मत्स्य सम्पदा योजना के संचालन से देश भर में लगभग 55 लाख लोगो को रोज़गार मिलने की सम्भावना है।
