मध्य प्रदेश- नर्मदा सेवा कार्य योजना । Madhya Pradesh Narmada Sewa karya Yojana
पर्यावरण प्रदूषण को रोकने के मिशन के अंतर्गत जल प्रदूषण पर नियंत्रण पाने हेतु मध्य प्रदेश में नर्मदा नदी की स्वच्छता के मद्देनज़र “नमामि देवी नर्मदा”नर्मदा सेवा यात्रा का आयोजन किया गया। यह यात्रा प्रदेश के अमरकंटक से 11 दिसम्बर 2016 को प्रारंभ की गयी इस यात्रा के समापन पर प्रधानमंत्री मोदी द्वारा 15 मई 2017 को अमरकंटक से नर्मदा सेवा कार्य योजना को लांच किया गया। इस अवसर पर प्रधानमंत्री मोदी ने मुख्यमंत्री को नर्मदा स्वच्छता मिशन की सराहना करते हुए कहा -” नर्मदा सेवा यात्रा नर्मदा की की स्वच्छता के लिए एक उत्कृष्ट जन आन्दोलन है। और पर्यावरण को बचाने के लिए एक सन्देश भी है ” मुख्यमंत्री ने योजना के क्रियान्वयन का विवरण स्पष्ट करते हुए बताया कि यह योजना प्रदेश के 19 विभाग के सहयोग से आगे बढ़ेगी।
नर्मदा सेवा कार्य योजना की विशेषताएँ (Narmada Sewa karya Yojana ki Visheshtayen)
- नर्मदा नदी के तट पर जैविक खेती का कार्य किया जाएगा।
- नर्मदा के किनारे की भूमि पर वृक्षरोपण का कार्य किया जाएगा।
- अंतिम संस्कार की नयी व्यवस्था की जायेगी।
- सीवेज लका पानी नदी में न आये इसके लिए संयंत्र लगाए जायेंगे।
- मल शोधन हेतु अमरकंटक में संयंत्र लगाए जायेंगे।
- नर्मदा के जल की शुद्धता हेतु जागरूकता फ़ैलाने के लिए प्रत्येक गाँव में सिमिति का गठित की जायेगी।
- नर्मदा नदी को जीवित इकाई का दर्जा देने हेतु अधिनियम का निर्माण किया जाएगा।
नर्मदा सेवा कार्य योजना का क्रियान्वयन (Narmada Sewa kary Yojana ka kriyanvayn)
मध्य प्रदेश के मुख्यमंत्री द्वारा नर्मदा सेवा कार्य योजना को आगे बढ़ाने हेतु 19 विभागों को कार्य सौंपा गया है ये सभी विभाग योजना एवं यांत्रिकी विभाग के साथ मिलकर कार्य योजना बनाकर नर्मदा सेवा मिशन को सफल बनायेंगे। इन विभागों के नाम एवं कार्य निम्नलिखित हैं :
- वन विभाग नर्मदा नदी के प्रवाह में निरंतरता बानेये रखने के लिए नदी की जीआइएस मैपिंग पर काम करेगा।
- कृषि विभाग नर्मदा के किनारे के गाँवों की 50 एकड़ भूमि पर जैविक खेती का कार्य करेगा।
- नर्मदा घाटी विकास विभाग निगरानी रखेगा कि पर्यावरण को बिना नुक्सान पहुँचाये एवं नर्मदा के प्रवाह को बाधित किये बिना बंधों का निर्माण कार्य संचालित हो।
- पंचायत एवं ग्रामीण विभाग नर्मदा की सहायक नदीयों के संरक्षण हेतु ग्राम पंचायतों की जिम्मेदारी तय करने के क्रम में नदी के तटीय गावों को खुले में शौच जाने से पूर्णतयः मुक्त करेगा।
- नगरीय विकास विभाग नदी में गंधे नाले के पानी के बहाव पर नियंत्रण हेतु मल-जल के प्रवाह की व्यवस्था करेगा। नदी के किनारे सिंचाई के लिए सोलर पम्प की उपयोग को बढ़ावा दिया जाएगा।
- संस्कृति विभाग नदी को प्रदूषण रहित बनाने के लिए संत और समाज के बीच समन्वय के माध्यम से संवाद स्थापित करेगा।
- उद्योग विभाग नर्मदा एवं सहायक नदियों को औधोगिक प्रदूषण से बचाव का कार्य करेगा।
- योजना एवं आर्थिक सांख्यकी विभाग नर्मदा ज्ञान केन्द्रों की स्थापना करने के माध्यम से नर्मदा साक्षरता के विस्तार का कार्य करेंगे।
