Haryana Mahila Police Volunteers Yojana हरियाणा महिला पुलिस वालंटियर योजना
समाज में हिंसा से पीड़ित महिलाओं को न्याय दिलवाने और लैंगिक असमानता पर नियंत्रण पाने के लिए केंद्र सरकार द्वारा देश के राज्यों में महिला पुलिस स्वयंसेवक योजना के संचालन की घोषणा की गई थी। सरकार की इस योजना को सफल बनाने के क्रम में सर्वप्रथम हरियाणा के मुख्यमंत्री मनोहर लाल खट्टर द्वारा राज्य में महिला पुलिस वोलंटियर योजना का क्रियान्वयन किया गया है। इस योजना की शुरुआत सर्वप्रथम वर्ष 2016-17 में निर्भया फंड से हरियाणा के करनाल राज्य से की गई थी। योजना के तहत प्रारंभ में हरियाणा राज्य में 950 महिला पुलिस स्वयंसेवको की भर्ती की गई थी। इन महिला स्वयंसेवक को राज्य में ग्राम सखी के नाम से संबोधित किया जाता है। इन्हें सम्मान के तौर पर राज्य सरकार के द्वारा मासिक रूपए 1,000 प्रोत्साहन राशि प्रदान किये जाने का प्रावधान है। आइये जाने योजना की पूरी जानकारी।

यह योजना समाज में महिलाओं के प्रति घरेलू हिंसा, भ्रूण हत्या , छेड़-छाड़ जैसी अपराधिक घटनाएं से पीड़िता की मदद करने हेतु प्रारम्भ की गई है। महिला पुलिस स्वयंसेवक पीड़िता और पुलिस के बीच कड़ी स्थापित करने का काम करेंगी। गौरतलब है कि आपराधिक घटनाओं से पीड़ित महिलायें पुलिस में शिकायत दर्ज करवाने से डरती हैं। परिणामस्वरूप महिलाओं के प्रति अत्याचार की घटनाओं में वृद्धि होती जाती है। इन हिंसक घटनाओं के विरुद्ध पीड़ित महिलाओं की आवाज बुलंद करने के लिए स्वयंसेवक महिला पुलिस मित्र का कार्य करेंगी। ये ग्राम सखी अपने क्षेत्र में होने वाली अपराधिक घटनाओं की सूचना पीडिता की और से पुलिस थाने में दर्ज करवाने एवं न्याय दिलवाने का कार्य करेंगी। योजना के तहत राज्य के प्रत्येक वार्ड में एक ग्राम सखी यानि महिला पुलिस स्वयंसेवक की नियुक्ति किये जाने का प्रावधान है।

- महिला पुलिस वालंटियर बनने के लिए महिला को हरियाणा राज्य का नागरिक होना अनिवार्य होगा।
- इस पद पर भर्ती हेतु न्यूनतम आयु 21 वर्ष होना अनिवार्य है।
- महिला पुलिस स्वयंसेवक की न्यनतम शैक्षिक योग्यता 12 वीं कक्षा पास निर्धारित की गई है।
- महिला को क्षेत्रीय भाषा का ज्ञान होना आवश्यक है।
- महिला पुलिस स्वयंसेवक के पद पर भर्ती होने की इच्छुक महिला का कोई अपराधिक रिकॉर्ड नहीं होना चाहिए।
- महिला को किसी भी राजनितिक दल से सम्बंधित नहीं होना चाहिए।

- महिला पुलिस वालंटियर्स राज्य में महिला एवं बाल संरक्षक दल का निर्माण करेने का कार्य करेंगी।
- योजना के तहत इन ,महिला पुलिस स्वयंसेवकों का प्रमुख कार्य अपने क्षेत्र में महिलाओं एवं बालिकाओं के प्रति होने वाली हिंसक घटनाओं की रिपोर्ट पुलिस में दर्ज करवाना है।
- योजना के अंतर्गत कार्य करने वाली महलाओं को ग्राम सखी के नाम से सम्बोधत किया जाएगा। ये पीड़िता के महिला मित्र बनकर उनकी सुरक्षा एवं न्याय दिलवाने में मदद करने का कार्य करेंगी। जिससे समाज में महिलाओं के सशक्तिकरण में वृद्धि होगी। इसके अतिरिक्त महिलाओं में सुरक्षा की भावना को बल मिलेगा।
- महिला पुलिस वालंटियर कोई रोज़गार न होकर समाज सेविका का पद है। इस पद पर कार्यरत महिला पुलिस को सम्मान स्वरुप मासिक रूपए 1,000 राज्य सरकार की और से प्रदान किया जाएगा।
