केंद्र सरकार के राष्ट्रीय इलेक्ट्रिक मोबिलिटी मिशन के तहत देश में ई-वाहनों को बढ़ावा दिया जा रहा है। इसके लिए वर्ष 2019-20 के बजट में ई- वाहनों को खरीदने पर जीएसटी 12% से घटा कर 5% कर दिया गया है। ताकि ज्यादा से ज्यादा लोग ई- वाहन का प्रयोग करने को प्रोत्साहित हों। वर्ष 2020 तक देश की सड़कों पर 7 मिलियन वाहनों को उतारने का लक्ष्य निर्धारित किया गया है।
देश में अब पेट्रोल पम्प, सीएनजी एवं एलपीजी पम्प स्टेशन की तरह हीं ई-व्हीकल्स के ईंधन की आवश्यकता को पूरा करने के लिए ई-चार्जिंग स्टेशन खोले जायेंगे। देश में ई-वाहनों की संख्या बढ़ाने के लक्ष्य को पूरा करने के क्रम में ई- चार्जिंग स्टेशन को स्थापित करने की योजना तैयार की गयी है। इसके लिए जापान की इलेक्ट्रॉनिक कंपनी पैनासोनिक भारत के 25 शहरों में 1 लाख स्ट्रोंग ई-चार्जिंग स्टेशन खोलेगी। पैनासोनिक कंपनी द्वारा दिल्ली में पहली स्मार्ट इलेक्ट्रिक वाहन चार्जिंग सर्विस निम्बस लांच किया गया है। कंपनी इलेक्ट्रॉनिक व्हीकल्स चार्जिंग स्टेशन खोलने के लिए फ्रेंचाइजी भी देगी। आइये जाने योजना की पूरी जानकारी।

- जापान की पैनासोनिक कंपनी पहले चरण में दिल्ली, नॉएडा, गाजियाबाद, गुरुग्राम, पुणे, बंगलुरु, चेन्नई, हैदराबाद, अमरावती शहरों में ई-चार्जिंग हब बनाएगी।
- दिल्ली में देश का पहला स्मार्ट ईवी चार्जिंग सर्विस निम्बस शुरू किया गया है। इस चार्जिंग सर्विस के तहत वर्चुअल फिजिकल कॉम्पोनेन्ट चार्जिंग स्टेशन, स्वैप स्टेशन, ऑन बोर्ड चार्ज , टेलीमेटिक्स सिस्टम और वर्चुअल कॉम्पोनेन्ट क्लाउड सर्विस, एनालिटिक्स, इंट्यूटिव डैशबोर्ड और आर्टिफिशियल इंटेलिजेंस सेवाएं उपलब्ध करायी जायेंगी।
- पैनासोनिक कंपनी द्वारा दिल्ली, एनसीआर में 150 ई इलेक्ट्रॉनिक थ्री व्हीलर और 25 क्यूविक टू व्हीलर पर ईवी चार्जिंग सर्विस स्थापित करने का लक्ष्य निर्धारित किया गया है। पार्किंग स्टेशन ,पेट्रोल पम्प एवं मॉल जैसे स्थानों पर ई-चार्जिंग स्टेशन स्थापित करेगी।
- केंद्र सरकार का लक्ष्य हाईवे पर प्रत्येक 25 किलोमीटर की दूरी पर एक ईवी चार्जिंग स्टेशन खोलने की योजना है।

- ई-चार्जिंग स्टेशन के लिए लाइसेंस की जरुरत नहीं होगी। इसके लिए बिजली मंत्रालय योजना तैयार करेगी।
- इलेक्ट्रिक चार्जिंग स्टेशन खोलने पर अपने क्षेत्र के डिस्कॉम कंपनी से बिजली खरीदनी होगी।
- स्टेट इलेक्ट्रिसिटी रेगुलेटरी कमीशन द्वारा निर्धारित बिजली की यूनिट रेट की दर से ई-चार्जिंग स्टेशन खोलने वालो को बिजली खरीदना होगा। ई-चार्जिंग स्टेशन के मालिक राज्य सरकार द्वारा फिक्स्ड रेट के हिसाब से हीं वाहन मालिकों से पैसा वसूल सकेंगे।
- स्थानीय प्रशासन के सहयोग से ई-चार्जिंग स्टेशन खोलने के लोकेशन का चुनाव करना होगा।
- हाईवे पर इलेक्ट्रिक वाहन चार्जिंग स्टेशन खोलने के नियम अलग होंगे। इसके लिए पेट्रोल पम्प पर ई-चार्जिंग स्टेशन खोलने को प्राथमिकता दी जायेगी। फिरहाल बिजली कंपनियों के साथ इस विषय पर सरकार विचार करके योजना तैयार करेगी।
- राष्ट्रीय इलेक्ट्रिक मोबिलिटी स्कीम के अंतर्गत वर्ष 2026 तक अनुमानित 6.5 करोड़ रोज़गार के नए अवसर देश में उपलब्ध हो सकेंगे।
