देश के गाँव की अनपढ़ एवं आर्थिक रूप से कमजोर वर्ग की महिलाओं तथा किशोरी लड़कियों को निजि स्वास्थ एवं स्वच्छता हेतु जागरूक करने के लिए 8 मार्च 2018 को अंतर्राष्ट्रीय महिला दिवस के अवसर पर महाराष्ट्र सरकार के ग्रामीण विकास और पंचायती राज्य विभाग द्वारा आयोजित कार्यक्रम में सस्ती कीमत पर सेनेटर पैड्स उपलब्ध कराने की योजना अस्मिता योजना का शुभारम्भ किया गया। अस्मिता योजना को पिछले साल महिला एवं बाल विकास मंत्री पंकजा गोपिनाथ मुंडे द्वारा लांच किये जाने की घोषणा की गयी थी।
अस्मिता योजना उद्देश्य (Asmita Yojana ka Uddeshy):
इस योजना के माध्यम से अनपढ़ एवं गरीब वर्ग की महिलाओं में निजि स्वास्थ एवं स्वच्छता के विषय में जागरूकता फैलाना है। एक सर्वेक्षण के अनुसार महाराष्ट्र के गांवों की केवल 17% महिलाओं द्वारा सेनेटरी पैड्स का प्रयोग किया जाता है। इसका कारण सेनेटरी नेपकिन की मूल्य का ज्यादा होना है। इस कारण अस्मिता योजना के तहत महाराष्ट्र जिला परिषद् के स्कूलों में पढ़ने वाली 11-19 वर्ष की किशोरी लड़कियों को 8 पैड वाली सेनेटरी नैपकिन्स की पैकेट केवल रूपए 5 की सब्सिडी दर पर उपलब्ध कराया जायेगा। जबकि गाँव की महिलाओं को सेनेटरी नैपकिन्स की एक पैकेट का मूल्य रूपए 24 और रूपए 29 में उपलब्ध कराया जायेगा। ताकि पीरियड्स के मुश्किल दिनों में भी किशोरी लड़कियां सहज महसूस करें और उन दिनों में भी स्कूल में उपस्थित होकर पढ़ाई में ध्यान केन्द्रित कर सकें।
अस्मिता योजना का क्रियान्वयन (Asmita Yojana ka kriyanvayan):
गाँव की महिलाएं एवं लड़कियां दवा के दुकान पर पुरुषों से सेनेटरी नेप्किंस खरीदने में शर्म महसूस करतीं हैं। जिसके कारण भी पीरियड्स में सेनेटरी पैड्स का प्रयोग नहीं करती हैं। इस समस्या के समाधान हेतु अस्मिता योजना के तहत महाराष्ट्र राज्य सरकार द्वारा umed– महाराष्ट्र राज्य ग्रामीण आजीविका मिशन एक नोडल एजेंसी नियुक्त किया है। इस एजेंसी द्वारा सेनेटरी पैड्स का लाभ उठाने वाली लड़कियों के (SHGs) स्व – सहायता समूह का निर्माण किया जायेगा और इस समूह की लड़कियों को अस्मिता कार्ड का वितरण किया जायेगा। इन लड़कियों को गाँव की महिलाओं एवं किशोरियों के बीच सेनेटरी नेप्किंस का प्रयोग करने हेतु जागरूकता फैलाने और बेचने का काम सौंपा जायेगा। जिससे अस्मिता योजना का कार्यान्वयन सफलतापूर्वक पूरे राज्य में किया जा सके।
महाराष्ट्र- अस्मिता योजना के लाभ (Maharashtra- Asmita Yojana ke Labh):
- आर्थिक रूप से कमजोर वर्ग की महिलाएं भी इस योजना के माध्यम से सेनेटरी नेप्किंस का प्रयोग कर पाएंगी।
- अस्मिता कार्ड धारक लड़कियों की मदद से महिलाओं में अपने स्वास्थ और स्वच्छता के प्रति जागरूकता फैलेगी।
- सेनेटरी पैड्स के उपयोग द्वारा स्वच्छता के महत्व को समझ कर इसके प्रयोग करने से महिलाओं में होने वाले स्त्री रोगों में कमी होगी।
- किशोरी लड़कियां नियमित रूप से स्कूल में उपस्थित होकर पढ़ाई पर ध्यान केन्द्रित कर सकेंगी।
- लड़कियों में अपने निजि स्वास्थ एवं स्वच्छता के प्रति जागरूकता का विकास होगा।
- गाँव में रोज़गार के नए साधन का विकास होगा।

महाराष्ट्र सरकार द्वारा अस्मिता योजना के तहत सब्सिडी दर पर सेनेटरी नेप्किंस उपलब्ध कराने में जनसाधारण की मदद प्राप्त करने के लिए अस्मिता फंड हेतु Mahaasmita.mahaonline.gov.in नाम से वेब पोर्टल का संचालन किया है। जिसके तहत कोई भी एक गर्ल चाइल्ड को स्पोंसर एक वर्ष के लिए कर सकता है। न्यूनतम राशि 12x 15.20= 182.40 रूपए इस वेब पोर्टल के माध्यम से जमा करने पर।
