कामगारों के लिए
केंद्र सरकार अपने ‘मिशन सबका साथ सबका विकास’ के तहत अनेक योजनाओं को लागू कर रही है। ताकि जन धन का समुचित उपयोग देश के विकास के लिए किया जा सके। इस मिशन के अतर्गत सभी वर्गों के नागरिकों के रोज़गार, शिक्षा एवं स्वास्थ के हित में अनेको योजनाओं का संचालन किया गया है। इसी क्रम में सामाजिक सुरक्षा को ध्यान में रखते हुए हाल हीं में देश के गरीबी रेखा के नीचे आने वाले 10 करोड़ नागरिकों के लिए आयुष्मान भारत योजना की घोषणा की गयी है। इसके उपरान्त मई 2018 में अब तक की सबसे बड़ी सामाजिक सुरक्षा योजना देश के 50 करोड़ कामगारों के लिए शुरू करने की घोषणा की गई है। आइये जाने इस लेख के माध्यम से सोशल सिक्योरिटी स्कीम की अब तक की जानकारी
सामाजिक सुरक्षा योजना क्या है (Social security scheme kya hai) :
यह योजना श्रम मंत्रालय द्वारा संचालित किया जाएगा। इस योजना का प्रारूप केंद्र सरकार के श्रम मंत्रालय द्वारा तैयार किया गया है। इसे “ड्राफ्ट लेबर कोड ऑन ऑक्यूपेशनल सेफ्टी हेल्थ एंड वर्किंग कंडीशन 2018” नाम दिया गया है। सामाजिक सुरक्षा योजना के दायरे में देश के सभी असंगठित क्षेत्र के मजदूर, छोटे किसान ,खेतिहर मजदूर और कर्मचारियों को मिलाकर देश के लगभग 40 प्रतिशत आबादी यानि 50 करोड़ नागरिकों को शामिल किया जाएगा।
सामाजिक सुरक्षा योजना का उद्देश्य ( Samajik suraksha yojana ka uddshy) :
वर्तमान में देश के बीड़ी मजदूर, फैक्ट्री मजदूर,प्लान्टेशन, खदान में काम करने वाले मजदूर,मोटर ट्रांसपोर्ट श्रमिक सहित अन्य क्षेत्र के श्रमिकों के लिए 13 प्रकार के भिन्न -भिन्न कानून लागू हैं। इन कानूनों के अनुसार राज्य सरकारे अपने -अपने राज्य के श्रमिकों के वेलफेयर स्कीम के लिए सेस वसूलती थीं। किन्तु GST लागू हो जाने के बाद से नियमों में बदलाव के कारण कई राज्यों में सेस लगना बंद हो गया।
इस समस्या के समाधान के लिए केंद्र सरकार द्वारा 13 कानूनों के स्थान पर देश के सभी राज्यों के मजदूरों के कल्याण के लिए एक कानून बनाए जाने के उद्देश्य से सामाजिक सुरक्षा योजना के संचालन की योजना बनायी गयी है। इस नए कानून के तहत देश के सभी राज्यों के कामगारों के लिए सेवानिवृत्ति के पश्चात् पेंशन का प्रावधान भी किया गया है।
सामाजिक सुरक्षा योजना का क्रियान्वयन (Social Security scheme ka kriyanvayan):
अब तक की जानकारी के अनुसार योजना के तहत 50 करोड़ कामगार मजदूरों को चार भाग में बांटा जाएगा। पहले वर्ग में उन श्रमिको को रखा जाएगा जो अपने पास से न्यूनतम अंशदान करने में भी समर्थ नहीं है। दूसरे वर्ग में अनुदान के साथ कवरेज की सुविधा दी जायेगी। तीसरे वर्ग में उन लोगों को शामिल किया जायेगा जो अपने वर्कर्स क्व साथ मिलकर योगदान दे सकते हैं और चौथे वर्ग में संपन्न कामगारों को शामिल किया जाएगा जो अपना अंशदान स्वयं दे सकते हैं।
सामाजिक सुरक्षा योजना को तीन चरणों में लागू किया जाएगा। पहले चरण में देश के सभी कामगारों को स्वास्थ सुरक्षा और सेवानिवृत्ति के बाद पेंशन का लाभ दिया जाएगा। दूसरे चरण में बेरोज़गारी से समबन्धित लाभ को शामिल किया जाएगा एवं तीसरे चरण में अन्य कल्याणकारी योजनाओं के लाभ को शामिल किया जायेगा। योजना को तीनो चरण के साथ पूर्णरूप से लागू होने में 10 वर्ष का समय लग जाएगा।
