मध्य प्रदेश के किसानों को प्रदेश की नयी सरकार का तोहफा कर्ज माफ़ी के रूप में दिए जाने की प्रक्रिया पर हस्ताक्षर किया गया है। ज्ञात हो कि मध्य प्रदेश के किसानो द्वारा सहकारी बैंक राष्ट्र्कृत बैंक, ग्रामीण विकास बैंक एवं निजी बैंक से कुल 70 हज़ार करोड़ रूपए से अधिक का ऋण लिया गया है। जिसमें से रूपए 56 हज़ार करोड़ का कर्ज 41 लाख किसानो द्वारा लिया गया है एवं लगभग रूपए 15 हज़ार करोड़ रूपए डूबत कर्ज हैं।
दरअसल चुनावी वादों में कांग्रेस पार्टी के अध्यक्ष राहुल गाँधी द्वारा घोषणा की गयी थी कि मध्य प्रदेश में कांग्रेस सरकार सत्ता में आते हीं 10 दिनों के अन्दर किसानों के 2 लाख तक के ऋण को माफ़ करने की योजना का संचालन कर देगी। अपने वादों को अमली जामा पहनाने के क्रम में मध्य प्रदेश के नए मुख्यमंत्री कमलनाथ द्वारा किसानों के कर्ज माफ़ी फाइल पर हस्ताक्षर कर दिया गया है। फाइल का चित्र निम्न है

मध्य प्रदेश के किसानो द्वारा प्रदेश के राष्ट्रीकृत, सहकारी बैंक, ग्रामीण बैंक एवं निजी बैंक से लिए गए आपातकालीन फसल ऋण के रूप लिए गए कर्ज की बकाया राशि की अधिकतम 2 लाख रूपए की सीमा तक की माफ़ी के सम्बन्ध में किसानों की पात्रता की जाँच की जायेगी। इसके उपरान्त पात्र किसानो को फसल ऋण माफ़ी का लाभ प्राप्त हो सकेगा।
योजना के तहत नियम व शर्तें निम्नलिखित हैं –
- किसानों द्वारा प्रदेश के राष्ट्र्कृत एवं सहकारी बैंकों से जून 2009 से 31 मार्च 2018 के बीच लिए गए आपातकालीन फसल ऋण को माफ़ किया जाएगा।
- फसल ऋण माफ़ी की अधिकतम सीमा रूपए 2 लाख निर्धारित की गयी है।
- योजना के तहत डूबत कर्ज (एनपीए) और नियमित कर्ज दोनों माफ़ किये जाने की योजना है। इसके अतिरिक्त नियमित कर्ज पर रूपए 25 हज़ार की प्रोत्साहन राशि दिए जाने की योजना पर विचार किया जा रहा है।
- किसानों के द्वारा लिए फसल ऋण माफ़ी की रूपए 2 लाख की राशि किसी एक बैंक की हीं माफ़ की जायेगी। यानि यदि किसानों ने एक से अधिक बैंक से ऋण लिया है तो किसी एक बैंक का हीं ऋण माफ़ होगा।
- ऋण माफ़ी के लिए मध्य प्रदेश राज्य की राष्ट्र्कृत बैंक, सहकारी बैंक, ग्रामीण विकास बैंक एवं निजी बैंक सभी से लिए गए फसल ऋण माफ़ किये जायेंगे।
- ज्ञात हो कि सरकार किसानों के फसल ऋण माफ़ किये जाने के पश्चात किसान फिर से ऋण प्राप्त कर सकेंगे।
नोट : मध्य प्रदेश आपातकालीन फसल ऋण माफ़ी योजना के संचालन करने की योजना पर अभी नयी कांग्रेस की सरकार द्वारा हस्ताक्षर किया गया है। फिलहाल योजना के संचालन की प्रक्रिया के क्रियान्वयन पर अभी मंथन की प्रक्रिया जारी है।
