Uttarakhand Pirul Scheme उत्तराखंड की पिरूल योजना
उत्तराखंड में बहुतायत मात्रा में पाई जाने वाली पिरूल (चीड़ की पत्तियाँ) से बिजली उत्पादन की योजना संचालित की गयी है। योजना को वर्ष 2018 में शुरू किया गया है। योजना के तहत उत्तराखंड के निवासी पिरूल से बिजली उत्पादन करने का प्लांट स्थापित कर सकते हैं। प्लांट से उत्पन्न होने वाली बिजली को उत्तराखंड के बिजली विभाग को बेच भी सकते हैं। बिजली बेचने के लिए उत्तराखंड बिजली विभाग (यूपीसीएल) के साथ कम्पनी का एग्रीमेंट किया जाएगा। योजना के तहत बिजली प्लांट लगाने के लिए बैंक से 100 प्रतिशत लोन प्राप्त किया जा सकता है। इसके बाद प्लांट से उत्पादित बिजली को यूपीसीएल को बेचना शुरू करने के बाद उत्तराखंड उद्योग विभाग द्वारा प्लांट की क्षमता और लोकेशन के आधार पर सब्सीडी प्रदान की जाती है। इस योजना से उत्तराखंड में रोज़गार के नए अवसर उत्पन्न होने के साथ हीं युवाओं के प्रदेश से पलायन को रोकने पर भी नियंत्रण पाने में भी मदद मिली है। यदि आप भी अपना बिजली उत्पादन प्लांट लगाना चाहते हैं। तो आइये जाने इस लेख के माध्यम से योजना में आवेदन की जानकारी।
Uttarakhand Pirul Power Plant Cost उत्तराखंड पिरूल बिजली प्लांट की लागत
- 25 किलोवाट के बिजली प्लांट को स्थापित करने का खर्च लगभग रु 25 लाख है। जिससे प्रति वर्ष 1,40,000 यूनिट बिजली का उत्पादन किया जा सकता है।
- 10 किलोवाट के बिजली प्लांट को स्थापित करने का खर्च लगभग रु 11 लाख है। इस प्लांट से बिजली उत्पादन का कार्य करने के लिए 2 से 3 कर्मचारियों की आवश्यकता पड़ेगी।
- पिरूल से बिजली उत्पादन के प्लांट को लगाने के लिए उरेडा (Uttarakhand Renewable Energy Development Agency) की वेबसाइट के माध्यम से ऑनलाइन आवेदन करना होगा।
- इसके बाद पिरूल बिजली प्लांट लगाने के लिये बोली लगाई (bidding) जायेगी। बिडिंग प्रक्रिया में सबसे कम मूल्य पर यूपीसीएल को बिजली बेचने के लिए बोली लगाने वाले को पॉवर प्लांट लगाने की अनुमति प्राप्त होगी।
- उत्तराखंड सरकार को बिजली बेचने की अधिकतम मूल्य 5 रु प्रति यूनिट है
- पॉवर प्लांट लगाने की अनुमति मिलने के बाद बैंक से प्लांट स्थापित करने के लिए सौ प्रतिशत राशि लोन के रूप में प्राप्त हो सकेगी
- प्लांट से उत्पन्न होने वाली बिजली का उपयोग अपने परिसर में करने के बाद यूपीसीएल के ग्रिड में सप्लाई किया जा सकेगा इससे प्रति वर्ष लगभग रु 7.2 लाख यूपीसीएल से प्राप्त हो सकेगी इसके अतिरिक्त उद्योग विभाग द्वारा पॉवर प्लांट के लोकेशन एवं क्षमता के आधार पर 25,35 या 40 प्रतिशत की सब्सिडी राशि प्रदान की जायेगी
- बिजली प्लांट में खपत होने वाली पिरूल को एकत्रित करने की अनुमति उत्तराखंड वन विभाग से प्राप्त करनी होगी इसके बाद लगभग 2 रूपये प्रति किलो के हिसाब से ग्रामीणों को भुगतान करके पिरूल एकत्रित किया जा सकता है
Pirul Power Plant Application Terms & Condition पिरूल बिजली प्लांट आवेदन की शर्तें
- 100 किलोवाट क्षमता की पॉवर प्लांट लगाने के लिए 1000 वर्ग मीटर जमीन होना आवश्यक है।
- योजना के तहत आवेदन शुल्क रु 11,000 जमा करना होगा।
- आवेदन फॉर्म भरने के बाद पॉवर प्लांट लगाने की प्रक्रिया में प्रति 100 किलोवाट के हिसाब से रु 25,000 देना होगा।
- यदि लीज पर भूमि लेकर योजना का लाभ उठाना चाहते हैं। तो आपको आवेदन के 9 महीने के अन्दर भूमि के लीज के दस्तावेज़ उरेडा कार्यालय में दिखाना होगा।
- यदि प्लांट लगाने वाली भूमि के लीज के पेपर निर्धारित समय अवधि के अन्दर नहीं दिखाया गया। तो आवेदन की राशि आपकी वापस नहीं होगी।

- योजना के तहत पिरूल से बिजली उत्पादन प्लांट लगाने के लिए आवेदन से सम्बंधित सूचना UREDA की ऑफिसियल वेबसाइट पर जारि की जाती है।
- इसके अतिरिक्त उत्तराखंड के समाचार पत्रों में आवेदन करने की तारीख आदि से सम्बंधित विज्ञापन जारि किये जाते हैं।
- योजना का लभ उठाने के लिए आप अपने शहर /गाँव के उरेडा (उत्तराखंड रिन्यूएबल एनर्जी डेवलपमेंट एजेंसी) के कार्यालय में जाकर आवेदन कर सकते हैं।
- ऑनलाइन आवेदन उरेडा की वेबसाइट पर सूचना जारि होने पर किया जा सकता है।
