बिहार के मुख्यमंत्री नितीश कुमार द्वारा स्टार्ट अप बिहार मिशन के अंतर्गत अनुसूचित जाति एवं अनुसूचित जनजाति उद्यमी योजना का शुभारम्भ किया गया है। इस योजना के तहत जनजातीय वर्ग के शिक्षित युवक एवं युवतियों में स्वरोजगार के प्रति रुझान विकसित करने के लिए, रूपए 10 लाख तक का ऋण आवंटित करने की योजना बनायी गयी है। जिसमें से 5 लाख का ऋण सब्सिडी के रूप में और शेष 5 लाख पर ब्याज रहित ऋण उपलब्द्ध कराये जाने का निर्धारण किया गया है।
योजना का संचालन बिहार स्टार्ट अप फंड ट्रस्ट द्वारा किया जाएगा। दरअसल बिहार सरकार द्वारा बीते चार वर्षों में अनुसूचित जाति/ अनुसूचित जनजाति के विकास के लिए फण्ड का निर्धारण किया गया था। इस फंड का उपयोग न हो पाने के कारण सरकार ने आदिवासी युवाओं को स्टार्ट अप के गुर सिखाकर उन्हें स्वरोजगार के लिए प्रोत्साहित करने हेतु नयी स्टार्ट अप योजना की शुरुआत की गयी है। जिससे रोज़गार के नए अवसर उपलब्द्ध होंगे तथा बेरोज़गारी पर भी काबू पाया जा सकेगा। आइये जाने इस लेख के माध्यम से मुख्यमंत्री अनुसूचित जाति एवं अनुसूचित जनजाति उद्यमी योजना की जानकारी।
मुख्यमंत्री एससी/ एसटी उद्यमी योजना क्या है (Mukhyamantri SC/ST Udyami Yojana kya hai):
इस योजना के तहत अनुसूचित जाति एवं अनुसूचित जनजाति के शिक्षित युवक, युवतियों को बिहार राज्य में स्वरोजगार हेतु उद्योग स्थापित करने के लिए परियोजना लागत की 50% धनराशि, अधिकतम 10 लाख रूपए का ऋण बिहार स्टार्ट फंड ट्रस्ट द्वारा प्रदान किया जाएगा। जिसमें से 5 लाख रूपए सब्सिडी के रूप में होगी और शेष 5 लाख रूपए पर ब्याज नहीं देना होगा। केवल 5 लाख ऋण की मूल राशि को 84 किस्तों में चुकाना होगा। ये क़िस्त व्यापार आरम्भ होने पर, देना शुरू करना होगा। योजना के अंतर्गत ऋण के योग्य लाभार्थियों को स्टार्ट अप के गुर सिखाने के लिए राज्य में 19 इन्क्यूबेशन सेण्टर खोले जायेंगे। इन सेण्टर से युवाओं को जोड़ कर स्टार्ट अप के गुर सिखाये जाने की व्यवस्था की गयी है। इन सेंटर्स में उत्पाद के उत्पादन एवं विपणन तक की सभी प्रक्रियाओं की जानकारी से अवगत कराया जाएगा।
योजना के तहत ऋण प्रदान करने की प्रक्रिया (Yojana ke tht loan pradan karne ki prakriya):
मुख्यमंत्री एससी/एसटी उद्यमी योजना के अंतर्गत ऋण की राशि योग्य लाभार्थियों को तीन चरणों में दी जायेगी। पहले चरण में ऋण की 25% धनराशि (अधिकतम ढाई लाख रूपए) उद्योग के लिए भूमि एवं शेड की व्यवस्था करने के लिए उपलब्ध कराई जायेगी। दूसरे किश्त में अधिकतम 5 लाख धनराशि दी जायेगी। जिसमें उद्यमी,उद्योग के लिए मशीनरी की खरीद एवं मशीनरी के इंस्टालेशन की प्रक्रिया को पूरा करेगा। फिर तीसरी किश्त प्राप्त करने के लिए पहले और दूसरे किश्त के उपयोग की प्रमाणिकता का प्रमाण पत्र देना होगा। इसके बाद शेष बची धनराशि ढाई लाख रूपए तीसरे किश्त के रूप में प्रदान की जायेगा।
योजना का लाभ प्राप्त करने के लिए पात्रता (Yojana ka Labh Pratp karne ke liye patrta) :
- मुख्यमंत्री एससी/एसटी उद्यमी योजना में आवेदन करने के लिए आवेदक का बिहार राज्य का निवासी होना अनिवार्य है।
- आवेदक का अनुसूचित जाति एवं अनुसूचित जनजाति का होना आवश्यक है
- आवेदक की न्यूनतम शिक्षा 10+2 , इंटरमीडिएट ,आईटीआई , पॉलिटेक्निक डिप्लोमा या समकक्ष होना आवश्यक है।
- योजना के तहत ऋण प्राप्त करने के लिए आवेदक की आयु 18 वर्ष या इससे अधिक होना चाहिए।
- उद्यमी के उद्योग का रजिस्ट्रेशन प्रोपराइटरशिप फर्म, पार्टनरशिप फर्म, LLP या PVT Ltd कंपनी के तहत होना चाहिए।
आवश्यक दस्तावेज़ (Yojana mein aavedn ke liye Jaruri dstavez) :
- आधार कार्ड
- राशन कार्ड
- जाति प्रमाण पत्र
- शैक्षिक योग्यता का प्रमाण पत्र
- कंपनी के रजिस्ट्रेशन का सर्टिफिकेट

- इस योजना में आवेदन करने के लिए उद्योग मित्र बिहार लिंक पर क्लिक करिए खुलने वाले पेज का चित्र देखिये।
- इस पेज पर दिए विकल्प अधिक जाने पर क्लिक करिए जो पेज खुलेगा उसका चित्र देखिये।
- इस पेज पर दिए विकल्प योजना के लिए रजिस्टर करें पर क्लिक करिए खुलने वाले पेज का चित्र देखिये।
- इस फॉर्म में सभी विकल्प भरने के बाद ओटीपी प्राप्त करें विकल्प पर क्लिक करिए
- उपरोक्त विकल्प पर क्लिक करते हीं आपके फॉर्म में लिखे मोबाइल नंबर पर OTP का SMS (मेसेज) जिसको आपको दिए विकल्प OTP लिखे के स्थान पर लिख कर VERIFY विकल्प पर क्लिक करना होगा फिर आवेदन फॉर्म खुलकर आ जाएगा आवेदन में दिए विकल्पों को भरने की जानकारी के लिए योजना के सैंपल आवेदन फॉर्म का चित्र देखिये
- ऑनलाइन फॉर्म भरने से पहले से पहले सैंपल आवेदन फॉर्म में मांगी गयी सभी जानकारी एवं आवश्यक दस्तावेज़ अपने साथ रखकर फॉर्म भरना शुरू करिए।
- आप ऑनलाइन फॉर्म भरने के लिए बिहार राज्य के शहर या गाँव के सीएसी केंद्र (कॉमन सर्विस सेण्टर ) पर जाकर योजना के आवेदन फॉर्म को भरवा सकते हैं।
