केंद्र सरकार की उड़ान योजना – उड़े देश का आम नागरिक के अंतर्गत रीजनल कनेक्टिविटी योजना के तहत एयर इंडिया द्वारा भोपाल से प्रदेश के छोटे शहरों में वायुयान की उड़ान की कनेक्टिविटी शुरू करने की योजना बनायी है। इसके लिए योजना के तहत पहले चरण में एयर इंडिया की सहयोगी कंपनी अलायंस एयर कंपनी की उड़ान द्वारा मध्य प्रदेश के सतना एवं रीवा में उड़ान की कनेक्टिविटी पर विचार किया जा रहा है। इसके पश्चात मध्य प्रदेश एवं छत्तीसगढ़ के छोटे शहरों को भी रीजनल कनेक्टिविटी योजना के तहत विमान सेवा से जोड़ने का प्रावधान किया जाएगा। आइये जाने इस लेख के माध्यम से योजना की पूरी जानकारी।
मध्य प्रदेश की रीजनल कनेक्टिविटी योजना क्या है (MADHYA PRADESH REGIONAL CONNECTIVITY YOJANA KYA HAI)
मध्य प्रदेश में वायुयान की रीजनल कनेक्टिविटी योजना के तहत एयर इंडिया की सहयोगी कंपनी एयर अलायंस की मदद से प्रदेश के छोटे शहरों से वायुयान के उड़ान को शुरू किये जाने की योजना को अमली जामा पहनाने पर विचार किया जा रहा है। योजना के तहत प्रदेश के 7 शहर रीवा, दतिया, सतना, खंडवा, गुना, मंदसौर, उज्जैन से वायुयान की उड़ान शुरू करने पर विचार किया जा रहा है।
इन शहरों से उड़ान भरने वाले वायुयान छोटे होंगे एवं एयर टिकेट का किराया भी कम होगा। इसके अतिरिक्त यात्रियों की संख्या के आधार पर विमान की उड़ान तय की जायेगी। योजना के तहत प्रदेश के धार्मिक एवं पर्यटन स्थल को हवाई सेवा से जोड़ने के लिए विमान की सीटों के आधार पर सरकार वायुयान कंपनी को सब्सिडी प्रदान करेगी।
मध्य प्रदेश की रीजनल कनेक्टिविटी योजना की रुपरेखा (MADHYA PRADESH REGIONAL CONNECTIVITY YOJANA KI RUPREKHA)
- प्रदेश की इस योजना में केंद्र सरकार की उड़ान योजना के तहत रीजनल कनेक्टिविटी के नियम एवं शर्ते लागू होंगे।
- डायरेक्टरेट जनरल ऑफ़ सिविल एविएशन (डीजीसीए) से रजिस्टर्ड एयरलाइन्स हीं प्रदेश में विमान सेवा प्रारंभ कर सकेगी।
- योजना के नियमानुसार रजिस्टर्ड विमान कंपनियां एक घंटे की वायुयान सेवा के लिए रूपए 2500 से अधिक किराया नहीं वसूल सकेगी। किराए के निर्धारण के लिए नागरिक विमानन मंत्रालय बिड लगाएगी।
- यदि किसी विमान कंपनी द्वारा रीजनल रूट के एयर टिकेट का किराया रूपए 3000 निर्धारित करती है। तो वायबिलिटी गैप फंडिंग के तहत किराए का 80 प्रतिशत यानि रूपए 400 केंद्र सरकार और 20 प्रतिशत यानि रूपए 100 राज्य सरकार विमान कंपनी को भुगतान करेगी।
- योजना के तहत केन्द्रीय विमानन मंत्रालय द्वारा प्रदेश के हवाई अड्डों को दो श्रेणियों में विभाजित किया गया है। पहली श्रेणी में अंडरसर्व्ड के अंतर्गत जिन हवाई अड्डों पर हाफ्ते में सात वायुयानों की लैंडिंग और टेकऑफ होती है तथा दूसरी श्रेणी में अनसर्व्ड हवाई अड्डों को रखा गया है।
- अंडरसर्व्ड हवाई अड्डों में भोपाल, इंदौर, जबलपुर और खजुराहो शामिल हैं इनमें से खजुराहों हवाई अड्डे पर विमान कंपनियां गर्मी के मौसम में हवाई सेवा नहीं प्रदान करती हैं। योजना के तहत यदि कोई विमान कंपनी गर्मी के मौसम में भी हवाई सेवा प्रदान करेगी, तो इसे नई योजना रीजनल कनेक्टिविटी स्कीम के तहत शामिल करके विमान कंपनी के घाटे की भरपाई राज्य सरकार द्वारा पूरा किया जाएगा।
