Pradhanmantri Awas Yojana- Credit Linked Subsidy Scheme। प्रधानमंत्री आवास योजना-
क्रेडिट लिंक्ड स्कीम
प्रधानमंत्री मोदी के मिशन सबके लिए घर- वर्ष 2022 तक के तहत वर्ष 2015 में प्रधानमंत्री आवास योजना के अंतर्गत क्रेडिट लिंक्ड स्कीम का संचालन किया गया था। जिसके तहत पहले इस योजना का लाभ देश के गरीब वर्ग के लिए लागू की गई थी। किन्तु अब इस योजना के दायरे में गरीब और माध्यम वर्ग को भी सम्मलित कर लिया गया है। पूर्व में प्रधानमंत्री आवास योजना के तहत केवल 3 लाख रूपए से 6 लाख रूपए तक केे लोन की राशि पर ब्याज में सब्सिडी दिए जाने का प्रावधान था। किन्तु अब इस राशि को बढ़ाकर 18 लाख रूपए तक कर दिया गया है। इस योजना का लाभ अब 31 मार्च 2019 तक उठाया जा सकता है। आइये जाने इस लेख के माध्यम से योजना की विस्तृत जानकारी।
प्रधानमंत्री आवास योजना -क्रेडिट लिंक्ड सब्सिडी स्कीम के लिए पात्रता (PMAY- Credit Linked Subsidy Scheme ke liye Patrta ) :
- आवेदक की आयु 21 से 55 वर्ष के बीच होनी चाहिए।
- यदि आवेदक (परिवार के मुखिया) की आयु 50 वर्ष से अधिक है, तो होम लोन में उसके कानूनी वारिस को शामिल होना पड़ेगा।
- रूपए 3 लाख से 18 लाख वार्षिक आय वाले लोग इस योजना के तहत लोन के ब्याज पर सब्सिडी का लाभ उठा सकेंगे।
- इस योजना का लाभ लेने के लिए आवेदक या उसके परिवार के किसी सदस्य के नाम से आवास नहीं होना चाहिए।
पीएमएवाई -क्रेडिट लिंक्ड स्कीम के आवेदन के लिए दस्तावेज़ (PMAY- Credit linked Subsidy Scheme ke aavedn ke liye dstavez):
- आय प्रमाण पत्र, फॉर्म 16 या इनकम टैक्स रिटर्न (ITR) की फोटोकॉपी।
- यदि स्वरोजगार करने वाले आवेदक की वार्षिक आय रूपए 2.50 लाख है, तो स्वप्रमाणित आय प्रमाण पत्र।
- यदि वार्षिक आय रूपए 2.50 लाख से अधिक है , तो आय प्रमाण पत्र विवरण सहित।
क्रेडिट लिंक्ड सब्सिडी का लाभ निम्न आर्थिक वर्ग (EWS) एवं कम आय वर्ग (LIG) के लिए (CLSS ka labh EWS evam LIG varg ke liye):
- जिन लोगों की वार्षिक आय रूपए 3 लाख से कम है वे EWS श्रेणी में आते हैं तथा जिन लोगों की वार्षिक आय रूपए 6 लाख तक है वे LIG श्रेणी में आते हैं इन दोनों हीं वर्गों को रूपए 6 लाख तक के लोन पर 6.5 % ब्याज सब्सिडी का लाभ मिलेगा
- EWS वर्ग के आवेदक एवं LIG वर्ग के आवेदक यदि रूपए 6 लाख से अधिक का लोन लेते हैं तो इस बढ़े हुए रकम के ब्याज पर सब्सिडी का लाभ नहीं प्राप्त होगा
- इस योजना के तहत होम लोन के ब्याज पर सब्सिडी प्राप्त करने के लिए EWS वर्ग घर का कारपेट एरिया 30 वर्ग मीटर और LIG वर्ग के घर का कारपेट एरिया 60 वर्ग मीटर होना चाहिए
क्रेडिट लिंक्ड सब्सिडी का लाभ मध्य आय वर्ग के लिए ( Credit Linked Subsidy ka Labh MIG Section ke Liye):
माध्यम आय वर्ग को वार्षिक आय के आधार पर दो वर्गों में बाँटा गया है :
MIG I :
- रूपए 6 लाख -12 लाख वार्षिक आय वर्ग की श्रेणी में आने वाले आवेदकों के लिए , रूपए 9 लाख तक के लोन के ब्याज पर 4% की सब्सिडी का लाभ प्राप्त होगा।
- इस आय वर्ग को सब्सिडी का लाभ लेने के लिए ,160 वर्ग मीटर से कम कारपेट एरिया वाले मकान के लिए लोन का आवेदन करना होगा।
- यदि आवेदक रूपए 9 लाख से अधिक धनराशि के लोन के लिए आवेदन करता है, तो उसे 9 लाख के अतिरिक्त बढ़े हुए धनराशि के ब्याज पर सब्सिडी का लाभ नहीं प्राप्त होगा।
MIG II :
- रूपए 12 लाख – 18 लाख वार्षिक आय वर्ग की श्रेणी में आने वाले आवेदकों के लिए रूपए 12 लाख तक के लोन के ब्याज पर 3 % सब्सिडी का लाभ प्राप्त होगा।
- इस आय वर्ग को 12 लाख के लोन पर 3 % के सब्सिडी का लाभ लेने के लिए , 200 वर्ग मीटर से कम कारपेट एरिया वाले मकान पर लोन के लिए आवेदन करना होगा।
- यदि आवेदक रूपए 12 लाख से अधिक लोन के लिए आवेदन करता है, तो अतिरिक्त बढ़े हुए धनराशि के ब्याज पर सब्सिडी का लाभ नहीं प्राप्त होगा।
- सभी आय वर्ग के लिए लोन चुकाने की अधिकतम अवधि 20 वर्ष होगी।
PMAY के तहत क्रेडिट लिंक्ड सब्सिडी लोन का लाभ प्राप्त करने की प्रक्रिया (PMAY -CLSS ka Labh Prapt karne ki prakriya) :
- इसके लिए आपका जिस बैंक में अकाउंट हो या किसी भी दूूसरे बैंक में आप प्रधानमंत्री आवास योजना के तहत लोन के लिए आवेदन फॉर्म भरकर तथा उसके साथ आवश्यक दस्तावेज़ संलग्न करके बैंक में जमा कर सकते हैं।
- बैंक द्वारा आपके दस्तावेज़ की प्रमाणिकता तथा योजना द्वारा तय किये गए पात्रता के मापदंड को जाँचने के बाद आपका लोन अकाउंट अपने बैंक में खोल दिया जाएगा।
- फिर बैंक लोन पर सब्सिडी के लिए आप की ओर से बैंक द्वारा सेंट्रल नोडल एजेंसी के रूप में नियुक्त नेशनल हाउसिंग बोर्ड (NHB) और हाउसिंग एंड अर्बन डेवलपमेंट कारपोरेशन को क्रेडिट आपके सभी दस्तावेज़ भेजे जायेंगे।
- सेंट्रल नोडल एजेंसी द्वारा दस्तावेजों की प्रमाणिकता को जाँचने के बाद, बैंक द्वारा खोले गए आपके लोन अकाउंट में सब्सिडी की रकम को ट्रान्सफर कर दिया जाएगा। जिससे आपके मूल लोन की रकम स्वत: हीं कम हो जायेगी।
- इसके पश्चात् आपको लोन के लिए आवेदन किये गए , मूल धनराशि में से सब्सिडी की रकम को घटा कर, शेष बचे हुए लोन की राशि पर बैंक द्वारा निर्धारित ब्याज की दर से लोन को चुकाना होगा
