Changed Rules of PPF Sukanya Samriddhi Yojana in Lockdown
लॉकडाउन में पीपीएफ, सुकन्या समृद्धि योजना के नियमों में बदलाव कोरोना महामारी पर नियन्त्रण के मद्देनज़र केंद्र सरकार द्वारा देश व्यापी लॉकडाउन घोषित किया गया है। लॉकडाउन की वजह से छोटी बचत योजनाओं के निवेशक 2019-20 के लिए बैंक खाते में पैसा जमा करने में असमर्थ हैं। जिसके कारण सरकार द्वारा पब्लिक प्रोविडेड फण्ड, सुकन्या समृद्धि योजना सहित छोटी बचत योजनाओं के नियम में बदलाव किया गया है। सरकार द्वारा लॉकडाउन की वजह से 2019-20 में ग्राहकों के परिपक्व हुए खाते के लिए एक्सटेंशन नियम लागू किया है। इसके अतिरिक्त जुर्माने के प्रावधान को माफ़ कर दिया है। हालाँकि निवेशक वर्ष 2020 -21 के लिए पूर्व निर्धारित नियमों के अनुसार राशि जमा करते रहेंगे। आइये जाने लॉकडाउन की वजह से छोटी बचत योजना के नियम में क्या -क्या राहत जारी की गयी है।
Lock down Affected Small Saving Account Changed Rules छोटी बचत योजनाओं के लॉकडाउन प्रभावित नियम
- पीपीएफ , सुकन्या समृद्धि योजना और पोस्ट ऑफिस आरडी (रेकरिंग डिपाजिट) योजना की दिशा -निर्देशों के अनुसार इन एकाउंट्स मे सब्सक्राइबर को वर्ष में एक निश्चित राशि जमा करना अनिवार्य होता है। यदि कोई ग्राहक निश्चित राशि जमा करने में असमर्थ होता है, तो उसे जुर्माने का भुगतान करना होता है। किन्तु वर्ष 2019 -20 के लिए 31 मार्च 2020 तक इन योजनाओं में राशि जमा नहीं कर पाने की स्थिति में ग्राहक 30 जून 2020 तक जमा करने की छूट दी गयी है। इस अवधि के अन्दर जमा करने पर जुर्माना नहीं देना होगा।
- पीपीएफ खाता और सुकन्या समृद्धि खाता में जमा करने की अधिकतम सीमा से अधिक राशि नहीं जमा करने के शपत पत्र के रूप में एक फॉर्म भरकर बैंक में जमा करना होगा। ज्ञात हो कि इन दोनों खाते में एक वित्तीय वर्ष में बचत राशि जमा करने की अधिकतम सीमा रु 1.5 लाख निर्धारित है।
- यदि बचत खाते में एक वित्तीय वर्ष में निर्धारित जमा राशि की अधिकतम सीमा से अधिक राशि जमा की जायेगी। तो बढ़ी हुई राशि पर कोई ब्याज नहीं प्राप्त होगी।
- इन बचत योजनाओं में वर्ष 2019-20 और वर्ष 2020-21 के लिए अलग -अलग खाते में पैसा जमा करवाना होगा।
- यदि वर्ष 2019-20 के अतिरिक्त आगामी वर्षों में निर्धारित अवधि के अन्दर खाते में निश्चित धनराशी नहीं जमा करवा जाएगा, तो जुर्माना देना होगा।
- इसके अतिरिक्त जिस तिथि से पीपीएफ खता और सुकन्या समृद्धि खाता में पैसा जमा करना शुरू किया गया होगा। उसी अवधि से खाते में ब्याज की रकम प्राप्त होगी।
- पीपीएफ खाते से ऋण आवेदन करने पर 31 मार्च 2020 तक खाते में मौजूद बैलेंस को अंतिम माना जाएगा।
- 31 मार्च 2020 को परिपक्व होने वाले पीपीएफ खाते की अवधि को बढ़ा कर 30 जून 2020 कर दिया गया है।
- केंद्र सरकार कर्मचारी भविष्य निधि योजना में संशोधन किया है। लॉकडाउन अवधि के दौरान अपने ईपीएफ खाते से कर्मचारी तीन महीने के वेतन के बराबर राशि निकाल सकेंगे। ये राशि उन्हें वापस कर्मचारी भविष्य निधि फंड में जमा नहीं करनी होगी। राशि निकालने की निर्धारित शर्त के अनुसार कर्मचारी के ईपीएफ खाते में जमा राशि के 75% से अधिक राशि नहीं निकाला जा सकेगा।
