1 जून 2019 को नरेंद्र मोदी की अध्यक्षता में पहली मंत्रिमंडल की बैठक में कारोबारियों एवं छोटे दुकानदारों के लिए पेंशन लागू करने की योजना को मंजूरी दी गयी है। योजना का लाभ खुदरा व्यापारियों, छोटे दुकानदार एवं स्वरोजगार करने वाले छोटे कारोबारियों को प्राप्त होगा। दरअसल प्रधानमंत्री मोदी द्वारा अपने चुनावी घोषणा पत्र में जीएसटी में रजिस्टर्ड व्यापारियों के लिए 50 लाख तक का बिना गारेंटी लोन, क्रेडिट कार्ड सुविधा, 10 लाख की दुर्घटना बीमा पालिसी एवं पेंशन योजना उपलब्ध करवाने की घोषणा की गयी थी। अपने इस वादे पर अमल करते हुए प्रधानमंत्री द्वारा कारोबारियों के लिए पेंशन योजना की मंजूरी दे दी गई है। योजना का उद्देश्य देश के छोटे कारोबारियों को सामाजिक सुरक्षा प्रदान करना है। नयी पेंशन योजना से लगभग 3 करोड़ कारोबारियों को जोड़े जाने की योजना है। अगले तीन वर्षों में इस पेंशन योजना से 5 करोड़ कारोबारियों को जोड़े जाने का प्रावधान किया गया है। योजना के तहत पेंशन का लाभ खुदरा व्यापारियों, छोटे दुकानदारों एवं स्वरोजगार करने वालों को 60 वर्ष की उम्र पूरी करने के बाद प्राप्त हो सकेगा। इसी योजना के अंतर्गत पेंशन के लाभार्थियों को 10 लाख की दुर्घटना बीमा का लाभ प्रदान किये जाने का प्रावधान किया जा सकता है। आइये जाने योजना की पूरी जानकारी।

- इस योजना का लाभ उन व्यापारियों को प्राप्त हो सकेगा। जिनके कारोबार का वार्षिक टर्नओवर 1.5 करोड़ रूपए होगा।
- पेंशन योजना का लाभ छोटे कारोबारियों, खुदरा व्यापारियों को प्राप्त हो सकेगा।
- योजना का लाभ उन्हीं कारोबारियों को प्राप्त होगा। जिनका कारोबार जीएसटी यानि गुड्स एंड सर्विस टैक्स में पंजीकृत होगा।
- जीएसटी में रजिस्ट्रेशन के लिए पहाड़ी प्रदेशो जैसे – अरुणाचल प्रदेश, उत्तराखंड, मिजोरम, असम, जम्मू एंड कश्मीर,त्रिपुरा, सिक्किम, नागालैंड के कारोबारियों के व्वायापार का वार्षिक टर्नओवर 10 लाख हेने पर जीएसटी पंजीकरण करवाना अनिवार्य है। इसके अतिरिक्त अन्य प्रदेशों के कारोबारियों को वार्षिक टर्नओवर 20 लाख होने पर जीएसटी पंजीकरण करवाना अनिवार्य है।
- पेंशन योजना पंजीकरण के लिए कारोबारियों की आयु 18 – 40 वर्ष के बीच होनी चाहिए।
- योजना के तहत पेंशन का लाभ कारोबारियों के 60 वर्ष की आयु पूरी होने के बाद प्राप्त हो सकेगी।

- पेंशन का लाभ प्राप्त करने के लिए योजना के तहत कारोबारियों को देश भर में फैले 3.28 लाख साँझा सेवा केंद्र या कॉमन सर्विस सेंटर में अपना रजिस्ट्रेशन करवाना अनिवार्य होगा।
- इस पेंशन योजना के तहत निर्धारित राशि का अंशदान कारोबारोयों को करना होगा। योजना के नियमानुसार जितनी राशि का भुगतान कारोबारियों द्वारा किया जाएगा। उतनी हीं राशि का भुगतान कारोबारी पेंशन फंड में सरकार द्वारा भी किया जाएगा। जिसके परिणामस्वरूप कारोबारी पेंशन योजना के तहत कारोबारियों की आयु 60 वर्ष पूरी होने पर लाभार्थियों को 3000 रूपए मासिक पेंशन प्राप्त होगी। पेंशन के लाभार्थी कारोबारी की मृत्यु के पश्चात पेंशन का लाभ उसकी पत्नी को आजीवन प्राप्त होगा।
