एक स्वस्थ समाज के निर्माण के लिए महिलाओं विशेष रूप से माताओं का सशक्तिकरण अति आवश्यक है।क्योंकि माताएं हीं देश के भविष्य की पोषक होती हैं।
समाज के अल्पसंख्यक पिछड़े वर्ग खासतौर से महिलओं में अशिक्षा, आत्मनिर्भरता का आभाव एवं अपनी अधिकारों की जानकारी न होने कारण उन्हें अनेक समस्याओं को झेलना पड़ता है। जिसके फलस्वरूप देश के एक बड़े वर्ग का देश के प्रगति में सहयोग न के बराबर रहता है।
इस समस्या से निपटने हेतु सरकार द्वारा अल्पसंख्यक वर्ग के बड़े समूह मुस्लिम समाज के सच्चर कमिटी के रिपोर्ट के आधार पर अल्पसंख्यक महिलाओं तथा बच्चों के जागरूकता एवं आत्मनिर्भर बनाने हेतु नयी रौशनी योजना का 2012-13 में संचालन किया गया था। इस योजना का नए रूप में 23 सितम्बर 2017 को 14 वीं पंचवर्षीय योजना के तहत क्रियान्वयन किया गय
नयी रोशिनी योजना का उद्देश्य (Objective of Nayi Roshini Scheme):
इस योजना का उद्देश्य अल्पसंख्यक आर्थिक रूप से कमजोर वर्ग की महिलाओं का सशक्तिक रण करना है. इस वर्ग की महिलाओं के शैक्षिक स्तर का विकास ,उनमें स्वास्थ के प्रति जागरूकता,समाज में हो रही हिंसक घटनाओं की जानकारी ,महिलाओं के साथ होने वाली घरेलू हिंसा से बचाव हेतु क़ानूनी जानकारी आदि की ट्रेनिंग इस योजना के माध्यम से प्रदान किये जाने का प्रावधान किया गया है।
नयी रोशिनी योजना हेतु पात्रता का मापदंड ( Eligibility Criteria for Nayi Roshini Yojana ):
- इस योजना के पात्र अल्पसंख्यक समूह (मुस्लिम, सिख ,इसाई, बौद्ध, पारसी और जैन) के अंतर्गत आने वाली सभी महिलाएं हैं।
- इस योजना के तहत अल्पसंख्यक महिलाओं के अतिरिक्त 25% अनुसूचित जाति / अनुसूचित जनजाति /अन्य पिछड़े वर्ग तथा विकलांग महिलाओं को शामिल किये जाने का प्रावधान है।
- इस 25% महिलाओं के अंतर्गत ग्राम पंचायत में चुनी गयीं किसी भी समुदाय की महिलाओं को प्रशिक्षण के लिये शामिल किया जायेगा ताकि उनकी नेतृत्व क्षमता के अनुभवों से अल्पसंख्यक महिलाओं में भी आत्मनिर्भरता का विकास हो सकें।
- प्रशिक्षण हेतु महिलाओं के चुनाव के लिए महिला एवं उसके परिवार की आय रूपए 2.50 लाख वार्षिक से ज्यादा नहीं होना चहिये।
- इस योजना के तहत ट्रेनिंग देने के लिए चुनी जाने वाली महिला की आयु 18- 65 वर्ष के बीच होनी चाहिए।
अल्पसंख्यक महिलाओं के नेतृत्व विकास हेतु दिए जाने वाले प्रशिक्षण निम्नलिखित हैं :
- स्वच्छ भारत
- महिलाओं के क़ानूनी अधिकार
- जीवन शैली
- स्वास्थ और स्वच्छता
- शैक्षिक सशक्तिकरण
- पोषण और खाध सुरक्षा
- सूचना का अधिकार
- महिलाओं के आर्थिक सशक्तिकरण
- डिजिटल इंडिया
- सरकार के द्वारा अल्पसंख्यक महिलाओं के हित में दी जाने वाली सुविधाओं की जानकारी
- दैनिक कार्यों में आने वाली कठिनाइयों से उबरने के उपाय
- क़ानूनी जानकारी
- महिलाओं और बालिकाओं के खिलाफ समाजिक एवं घरेलू हिंसा से बचाव की जानकारी
- जेंडर और महिलाएं
- इस योजना के अंतर्गत अल्पसंख्यक महिलाओं को उनकी रुचि तथा क़ाबलियत के अनुसार कौशल विकास का लघु अवधि प्रशिक्षण दिया जायेगा। प्रशिक्षण के बाद महिलाओं को आत्मनिर्भर बनाने के लिए उस कौशल से सम्बंधित रोज़गार दिलाने का प्रबंध किया जायेगा।
- कौशल विकास का प्रशिक्षण प्राप्त करने वाली महिलाओं को स्वरोजगार हेतु ऑनलाइन मार्केटिंग प्लातेफ़ोर्म जैसे shopclues.com, Mahila E-Haat आदि पर अपने उत्पादों का पंजीकरण (Register) करने तथा आर्डर लेने से सम्बंधित ऑनलाइन आवेदन करने की प्रक्रिया की जानकारी दिया जायेगा।
नयी रोशिनी योजना का क्रियान्वयन (Implementation of Nayi Roshini Scheme):
इस योजना का संचालन अल्पसंख्यक मंत्रालय द्वारा किया जायेगा।
इस योजना में आवेदन के लिए संगठन की पात्रता (Criteria for Selection Organization):
- संगठन क़ानूनी रूप से पंजिकृत हो तथा उसे इस क्षेत्र में कार्य का कम से कम 3 वर्ष का अनुभव होना चाहिए।
- संगठन के पास तीन वर्ष के काम का वित्तीय लेखा हो तथा इन तीन वर्ष के दौरान घाटे का खाता नहीं होना चाहिए।
- आवेदन हेतु संगठन द्वारा कम से कम एक प्रोजेक्ट महिलाओं के विकास / कल्याण से सम्बंधित किया गया हो।
- संस्था में कम से कम तीन प्रमुख प्रशिक्षित कर्मियों का होना आवश्यक है जो स्नातक / स्नातकोतर या डिप्लोमा डिग्री प्राप्त किये हों।
- संगठन को किसी भी सरकारी ,गैर सरकारी संस्था द्वारा ब्लैकलिस्ट नहीं किया गया हो और न हीं उसके किसी अधिकारी का नाम ब्लैकलिस्टेड होना चाहिए।
नयी रोशिनी योजना का लक्ष्य (Target of Nayi Roshini Scheme):
इस योजना के तहत 14 वीं पंचवर्षीय योजना के शेष अवधि के दौरान 1.5 लाख अल्पसंख्यक महिलाओं को प्रशिक्षित करने का लक्ष्य रखा गया है। यानि 2017-18 से 2019-20 में प्रत्येक वित्तीय वर्ष के अंतर्गत 50,000 अल्पसंख्यक महिलाओं को प्रशिक्षित किया जायेगा।
