चरण पादुका योजना मध्य प्रदेश राज्य की योजना है। दरअसल प्रदेश के छत्तिसगढ जिले के आदिवासी जंगलों से तेंदुपत्ता इकट्टा करके इसको बेचने पर मिलने वाले पैसे से अपना जीवन यापन करते हैं। तेंदुपत्ता को आदिवासी इलाके में हरा सोना कहा जाता है। इसका प्रयोग बीड़ी बनाने के लिए किया जाता है। गरीबी के कारण आदिवासी तेंदुपत्ता कलेक्टर नंगे पाँव और आदिवासी जीवन के अनुसार कपड़ों के टुकड़े लपेटे आज भी प्यास मिटाने के लिए तालाब एवं नदियों पर जाकर पानी पीने को मजबूर तेंदुपत्ता इकट्टा करने का काम किया करते हैं। उनकी इस दशा में सुधर हेतु मध्य प्रदेश में पूर्व से चली आ रही योजना में संशोधन के तहत प्रधानमंत्री मोदी द्वारा 14 अप्रैल 2018 को छत्तिसगढ जिले के बीजापुर से अम्बेडकर जयंती के अवसर पर चरण पादुका पहनाकर इस योजना को संशोधित रूप में पुनः प्रारम्भ किया गया है। इसके पश्चात 19 अप्रैल से मध्यप्रदेश के मुख्यमंत्री शिवराज सिंह चौहान द्वारा सिंगरौली जिले में तेंदुपत्ता संग्राहक एवं श्रमिक सम्मेलन में चरण पादुका योजना 2018-19 का संचालन किया है। आइये जानते हैं लेख के माध्यम से योजना की विस्तृत जानकारी।
चरण पादुका योजना क्या है (Charan Paduka Yojana kya Hai)
मध्य प्रदेश में चरण पादुका योजना वर्ष 2005 में प्रारभ हुई थी। योजना के तहत राज्य के आदिवासी तेंदुपत्ता इक्कट्ठा करने वाले परिवारों के एक पुरुष को पैरों के लिए एक जोड़ी जूते दिए जाते थे। इसके पश्चात वर्ष 2008 में चरण पादुका योजना के तहत आदिवासी तेंदुपत्ता इक्कठे करने वाली महिलाओं को भी पैरों के लिए वर्ष में एक जोड़ी जूता वितरित किया जाने लगा। फिर वर्ष 2013 में आदिवासी परिवारों की तेंदुपत्ता इक्कठा करने वाली महिलाओं के अनुरोध पर उनके सुविधानुसार वर्ष में एक जोड़ी चप्पल दिए जाने का प्रावधान किया गया। अब पुनः वर्ष 2018 से योजना में संशोधन कर पुरुषों को वर्ष में एक जोड़ी जूता एवं पानी की कुप्पी तथा महिला तेंदुपत्ता कलेक्टरस को वर्ष में एक जोड़ी चप्पल, धोती एवं पानी की कुप्पी दिए जाने का प्रावधान किया गया है।
चरण पादुका योजना का उद्देश्य (Charan Paduka Yojana ka Uddeshya)
छत्तीसगढ़ राज्य के कुछ क्षेत्रों के आदिवासी तेदुपत्ता जिसका उपयोग बीडी निर्माण के लिए प्रयोग किया जाता है को इक्कठा कर बाज़ार में बेचने से प्राप्त आय से अपना जीवन निर्वाह करते हैं। जिससे प्रदेश सरकार को राजस्व की प्राप्ति होती है। तेंदुपत्ता इक्कठा करने वाले आदिवासी आर्थिक रूप से कमजोर होने के कारण पत्ते इक्कठे करने के दौरान नंगे पाँव जंगलों में फिरते हैं। जिसकी वजह से उनके पैरों में काँटे चुभने एवं छाले पड़ जाते हैं तथा कभी -कभी जहरीले साँप ,बिच्छू आदि के काटने पर मृत्यु तक हो जाती है। उनके इस समस्या के समाधान हेतु राज्य सरकार द्वारा पुरुषों के पैरों के लिए वर्ष में एक जोड़ी जूता एवं पानी की कुप्पी तथा महिलाओं के लिए वर्ष में एक जोड़ी चप्पल, साड़ी एवं पानी की कुप्पी वितरित किया जाएगा। इसके अतिरिक्त उनकी आर्थिक मदद हेतु बोनस एवं पूर्व में निर्धारित मजदूरी की राशि में भी वृद्धि किये जाने की घोषणा की गई है।
चरण पादुका योजना के लाभ (Charan Paduka Yojana se Labh)
- योजना के तहत मुख्यमंत्री शिवराज सिंह चौहान द्वारा तेदुपत्ता , महुए के फूल एवं आम की गुठली संग्राहक आदिवासी श्रमिकों के लिए बोनस का प्रावधान किये जाने की भी घोषणा सम्मेलन में किया गया है।
- इसके अतिरिक्त तेंदुपत्ता इक्कठे करने वाले श्रमिको की मजदूरी प्रति बोरी रूपए 1250 से बढ़ाकर रूपए 2000 बोरी किये जाने की घोषणा की गई है।
- महुए के फूल रूपए 14 प्रति किलो से बढ़ाकर रूपए 30 प्रति किलो किये जाना है।
- आम की गुठली रूपए 100 प्रति किलो खरीदे जाने का निर्धारण किया गया है।
- एक अनुमान के अनुसार योजना के तहत मध्य प्रदेश राज्य के 21.35 लाख तेंस्दुपत्ता संग्राहकों को लाभ प्राप्त होगा।
