प्रधानमंत्री मोदी के मिशन 2022 तक किसानों की आय दुगुनी करने के तहत ई -नाम योजना का संचालन किया गया है। यह योजना एक पैन इंडिया इलेक्ट्रॉनिक व्यापार पोर्टल है। इस पोर्टल का गठन किसानों को उनकी उपज का उचित मूल्य दिलाने एवं कृषि बाज़ार से सरकारी एकाधिकार को समाप्त करने के लिए किया गया है। इस पोर्टल के माध्यम से कृषि उपज विपणन हेतु किसानों को घर बैठे विस्तृत बाज़ार का विकल्प उपलब्ध कराएगा। आइये जाने योजना की पूरी जानकारी।
E-NAM SCHEME ka Uddeshya ई-नाम योजना का उद्देश्य
- राष्ट्रीय कृषि बाज़ार पोर्टल (ई-नाम ) के माध्यम से किसानॉ को अपनी उपज का उचित मूल्य बोली प्रक्रिया के द्वारा ज्यादा से ज्यादा प्राप्त करने में सक्षम बनाना है।
- इस पोर्टल का निर्माण कृषि मंत्रालय द्वारा 24 अप्रैल 2017 को कृषि विपणन में पारदर्शिता लाने एवं राज्य सरकारों का कृषि बाज़ार से हस्तक्षेप समाप्त करने के लिए मॉडल APMC एक्ट की घोषणा के तहत तैयार की गई है।
- अब तक इस पोर्टल से देश के 16 राज्यों एवं 2 केंद्र शासित प्रदेश तथा 585 कृषि थोक मंडियाँ जुड़ी हुईं हैं। इस मंच से जुड़कर सभी राज्यों के किसानो एवं व्यापारियों को कृषि विपणन में सहजता हेतु ई -नाम मोबाइल एप को लौंच किया गया है। इस एप को हिंदी ,अंग्रेजी भाषा के अतिरिक्त अन्य भारतीय भाषा में प्रयोग किये जाने का विकल्प मौजूद है।
- ई -नाम वेब पोर्टल /मोबाइल एप के माध्यम से किसानों को देश भर की कृषि मंडी में अपनी उपज के विपणन हेतु बिना किसी एजेंट की सहायता से लाइसेंस उपलब्ध करवाना है।
E-NAM SCHEME ki Visheshtayen ई-नाम योजना की विशेषताएं
- ई -नाम वेबपोर्टल में मौजूद MIS डैशबोर्ड के माध्यम से किसान देश भर के कृषि बाज़ार से सम्बन्धी आंकड़ो की जानकारी प्राप्त कर सकते हैं।
- वेबपोर्टल /मोबाइल एप के माध्यम से ई -लर्निंग मोड्यूल विकल्प के प्रयोग द्वारा किसान वेबपोर्टल के द्वारा व्यापार की प्रक्रिया प्रारंभ करने , बोली लगाने के लिए लाट्स चुनने, वजन बिक्री समझौता और बिक्री बिल, बिडिंग से बाहर निकलने की प्रक्रिया आदि जानकारी प्राप्त कर सकते हैं।
- ई -नाम मोबाइल एप में अनेक भारतीय भाषा के विकल्प होने के कारण देश भर किसान एवं व्यापारी आपस में सामंजस्य स्थापित कर सकते हैं।
- इस वेबपोर्टल की मदद से कृषि व्यापार में पारदर्शिता कायम रहती है। ऑनलाइन ट्रेडिंग की प्रक्रिया में बिचौलियों के कमीशन न देने के कारण किसान अपनी उपज का उचित मूल्य प्राप्त करते हैं।
- ऑनलाइन वेबपोर्टल /मोबाइल एप के द्वारा व्यापार करने पर बिडिंग प्रक्रिया के माध्यम से किसान अपनी उपज का अच्छी कीमत में बेच पाते हैं।
- इस वेबपोर्टल /मोबाइल एप से ऑनलाइन वित्तीय लेन-देन का भुगतान इन्टरनेट बैंकिंग /डेबिट कार्ड एवं क्रेडिट कार्ड के जरिये RTGS/NEFT किये जाने का विकल्प भी मौजूद है। इसके अतिरिक्त यूनाइटेड पेमेंट इंटरफ़ेस (UPI) के द्वारा भी भुगतान की सुविधा उपलब्ध है।
