Delhi Govt Water Harvesting Scheme दिल्ली सरकार की जल संचयन योजना
दिल्ली के मुख्यमंत्री अरविन्द केजरीवाल द्वारा भविष्य में पानी की कमी के संकट पर नियंत्रण पाने के लिए यमुना के बाढ़ के पानी के संचयन की योजना को शुरू किया गया है। योजना के तहत इसी वर्ष से बारिश के मौसम में यमुना में ओवरफ्लो होने वाले पानी का संचयन कर ग्राउंड वाटर रिचार्ज का कार्य शुरू कर दिया जाएगा। वर्ष 2019 में छोटे पैमाने पर योजना को शुरू किया जाएगा। बारिश के पानी एवं यमुना के बाढ़ के पानी के संरक्षण के लिए यमुना के किनारों पर छोटे -छोटे तालाब बनाए जायेंगे। जिससे यमुना नदी के ओवरफ्लो होने पर पानी उन गड्डों में संचित हो जाएगा। इसके बाद पानी जमीं के अन्दर हीं अन्दर रिसते हुए भूगर्भ में एकत्रित हो जाएगा। इसके बाद योजना के तहत पानी के पर्कुलेशन रेट , पानी जमीन के अन्दर कितनी दूर तक रिस कर पहुँच रही है तथा किन जगहों पर एकत्रित हो रही है आदि का पता किया जाएगा। फिर अगले वर्ष से इस योजना को बड़े पैमाने पर शुरू किया जाएगा। योजना के सफल होने पर दिल्ली में हीं नहीं पुरे देश में पानी के कमी की समस्या को दूर किया जा सकेगा।

दिल्ली के मुख्यमंत्री अरविन्द केजरीवाल द्वारा दिल्ली में यमुना के बाढ़ के पानी के संचयन योजना को पायलेट प्रोजेक्ट (प्रायोगिक परियोजना) के तौर पर वर्ष 2019 से शुरू किया गया है। बारिश के मौसम में यमुना में बाढ़ आने की स्थिति में यमुना किनारे की भूमि की सतह से मिटटी कटने पर भूमि रेतीली हो जाती है। और रेतीली भूमि में पानी सोखने की क्षमता अधिक होती है।। अतः ओवरफ्लो होने वाले जल के संचयन के लिए छोटे -छोटे तालाब बनाए जायेंगे। जिससे बाढ़ के दौरान जो अतिरिक्त पानी बहकर सागर में चला जाता है। वो इन तालाबो में एकत्रित हो जाएगा। फिर धीरे -धीरे रिस कर बिना पाइप लाइन के भूमिगत स्टोर हो जाएगा। इसके बाद योजना के तहत भूमिगत पानी का पता किया जाएगा। जिन स्थानों पर भूमिगत जल की उपलब्धता की जानकारी मिलेगी वहां पर बोरवेल के माध्यम से पानी निकाल लिया जाएगा।
दिल्ली सरकार के बाढ़ एवं सिंचाई मंत्री सत्येन्द्र जैन के अनुसार ये फार्म पेंडिंग कांसेप्ट है। इस कांसेप्ट के आधार पर पानी के संचयन के लिए मिटटी की उपरी सतह हटायी जाती है। नीचली सतह रेतीली होने के कारण पानी भूमिगत संचित करने में मदद मिलती है। मिटटी की अपेक्षा रेत में पानी संचयन की क्षमता 20-25 गुना अधिक होती है। इसी कांसेप्ट के प्रयोग से दिल्ली के पल्ला गाँव से लेकर वजीराबाद तक यमुना के किनारे के 20 किलोमीटर के भाग में लगभग 1000 एकड़ में डेढ़ से दो मीटर के गड्डे वाले तालाब बानाए जायेंगे।

- योजना के तहत दिल्ली के पल्ला गाँव से वजीराबाद तक जहाँ तक यमुना नदी नदी का विस्तार है। यमुना के किनारे पर तालाब बनाए जायेंगे। ये तालाब मिटटी में केवल गड्डे करने के द्वारा बानाए जाने की योजना है।
- योजना के क्रियान्वयन के लिए किसानों से जमीन किराए पर लिया जाएगा और इसके बदले में किसानो को प्रति एकड़ रु 77000 की दर से भुगतान किया जाएगा।
- निति आयोग की रिपोर्ट के अनुसार देश के 21 शहरों में वर्ष 2020 तक भूमिगत जल समाप्त हो जाने की आशंका है। इन शहरों में दिल्ली , बंगलुरु, चेन्नई , हैदराबाद भी शामिल हैं।
- दिल्ली सरकार के इस योजना के सफल होने पर पुरे देश में योजना को लागू किया जाएगा जिससे देश में भूमिगत जल के स्तर को बनाए रखने में मदद मिलेगी।
