ग्रामीण विकास मंत्रालय (M O R D ) ने 25 सितंबर 2014 को दीन दयाल उपाध्याय ग्रामीण कौशल्या योजना (Deen Dayal Upadhyaya-Grameen Kaushalya Yojana) का उद्देश्य ग्रामीण गरीब परिवारों की आय में विविधता जोड़ने और ग्रामीण युवाओं के करियर की आकांक्षाओं को पूरा करने के लिए दीन दयाल उपाध्याय ग्रामीण कौशल्या योजना की शुरुवात की गई थी इस योजना में गरीब परिवारों के बच्चो को शिक्षा देने का प्रावधान रखा गया था |
(Deen Dayal Upadhyaya-Grameen Kaushalya Yojana) डीडीयू-जीकेवाई, गरीब परिवारों से 15 से 35 वर्ष की आयु के बीच ग्रामीण युवाओं पर विशिष्ट रूप से ध्यान केंद्रित कर रहा है और उन्हें प्रशिक्षित करने की योजना बनाई है । कौशल भारत अभियान के एक हिस्से के रूप में, यह मेक इन इंडिया, डिजिटल इंडिया, स्मार्ट सिटीज और स्टार्ट-अप इंडिया, स्टैंड-अप इंडिया अभियान जैसी सरकार के सामाजिक और आर्थिक कार्यक्रमों के समर्थन में एक महत्वपूर्ण भूमिका निभाता है। (Deen Dayal Upadhyaya-Grameen Kaushalya Yojana) 18 से 34 वर्ष की उम्र के बीच देश की युवा जनसंख्या में से 180 मिलियन या 69% से अधिक अपने ग्रामीण क्षेत्रों में रहते हैं। इनमें से, पिरामिड युवाओं के नीचे गरीब परिवारों के नौ या सीमांत रोजगार संख्या के बारे में 55 मिलियन वर्ष 2022 तक 24 प्रमुख क्षेत्रों में कौशल के अंतर को 109.73 मिलियन की पहचान की है। यह संख्या ग्रामीण भारत के 55 लाख से बोप को संबोधित किए बिना हासिल नहीं की जा सकती। इसके अलावा, एक फिक्की और अर्न्स्ट – युवा 2013 में प्रकाशित एक अध्ययन यह एक अभूतपूर्व अवसर भारत को अपने BoP युवा आबादी को प्रशिक्षित करने के लिए और दुनिया भर में नौकरियों में उन्हें जगह है और एहसास को प्रस्तुत करता है 2020 तक दुनिया भर में 47 लाख से अधिक कुशल श्रमिकों की कमी की पहचान की इसके जनसांख्यिकीय लाभांश

- गरीबों के बीच आर्थिक अवसरों के लिए एक मजबूत मांग है साथ ही उनके कार्य क्षमताओं को विकसित करने के संबंध में अपार अवसर हैं
- भारत के जनसांख्यिकीय अधिशेष को एक लाभांश में विकसित करने के लिए सामाजिक एकजुटता के साथ हीं मजबूत संस्थानों के एक नेटवर्क का होना आवश्यक है
- भारतीय और वैश्विक नियोक्ता के लिए ग्रामीण गरीबों को वांछनीय बनाने के लिए स्किलिंग के वितरण हेतु गुणवत्ता और मानक सर्वोपरि हैं।
- गरीबी कम करने के लिए परिवारों को नियमित रूप से मजदूरी के माध्यम से लाभकारी और स्थायी रोजगार का उपयोग करने के लिए गरीबों को सक्षम बनाना।
- ग्रामीणों को बिना किसी जातिवाद के भेदभाव के कौसल विकाश का प्रशिक्षण देना तथा उनको काबिल बनना
- दीन दयाल उपाध्याय ग्रामीण कौशल्या योजना के तहत इंसुलिव प्रोग्राम को डिज़ाइन करना |
- सामाजिक रूप से वंचित लोगो के समूह (SC /ST 50 %,माइनॉरिटी 15 %,महिलाएं 33 % ) को जरूर शामिल करना |
- दीन दयाल उपाध्याय ग्रामीण कौशल्या योजना के तहत कम से कम 75 प्रतिशत शिक्षित लोगो कोप रोजगार की ग्यारंटी देना |

- प्रमुखता में बदलाव – प्रशिक्षण से कैरियर में प्रगति
- विकास से गरीब और हाशिए पर खड़े लोगों को लाभ लेने हेतु सक्षम बनाना
- पलायन के दर्द को कम करना जब पलायन अनिवार्य हो
- भागीदारी के निर्माण के लिए सक्रिय दृष्टिकोण
- इनपुट और आउटपुट की निगरानी – जहां मुख्य ध्यान प्लेसमेंट यानी उत्पादन पर है
- यह राज्यों को डीडीयू -जीकेवाई परियोजनाओं का पूर्ण स्वामित्व लेने के लिए सक्षम बनाता है। यह फैसला किया गया है कि अब और किसी मल्टी स्टेट परियोजनाओं (एमएसपी) पर विचार नहीं किया जायेगा
