Changed Rules for Services from 1 May 2020 जनहित में जारी सेवाओं के नियम में हुए बदलाव
कोरोना वायरस महामारी पर नियंत्रण के लिए जारी देशव्यापी लॉकडाउन की अवधि दो सप्ताह आगे बढ़ा दी गयी है। अब लॉकडाउन -3 के आदेश जारी होने के साथ हीं 1 मई 2020 से केंद्र सरकार द्वारा देश भर में सात नए नियम लागू किये गए हैं। बदले गए सात नए नियम पेंशन, एटीएम, बैंक बचत खाता, रसोईं गैस सिलेंडर, एयरलाइन्स, रेलवे और डिज़िटल वालेट से सम्बंधित हैं। नए नियमों के तहत रसोईं गैस सिलेंडर की कीमत कम हो गयी है। जो कि आम जनता के लिए राहत भरी खबर है। अब सेवानिवृत्ति के दौरान पेंशन राशि पर कम्युटेशन बेनिफिट विकल्प का लाभ प्राप्त होगा। कर्मचारी भविष्य निधि संगठन (EPFO) के इस नियम से पेंशन धारक लाभान्वित होंगे। अब सेवानिवृत्ति के 15 वर्ष बाद से पेंशनर्स पेंशन की पूरी राशि का लाभ प्राप्त कर सकेंगे।आइये जाने सात नियमों में बदलाव की पूरी जानकारी।
New Rules Issued from 1 May 2020 सात नए नियम 1 मई 2020 से जारी लागू हुए
- एटीएम के नए नियम
कोरोना महामारी को फैलने से रोकने के लिए अब प्रत्येक व्यक्ति को एटीएम का उपयोग करने के बाद स्वयं एटीएम को सेनिटाईज करना होगा। ये नियम उत्तर प्रदेश में गाजियाबाद और चेन्नई में शुरू हो गयी है। देश भर में इस नियम का पालन करना अनिवार्य होगा।
- बैंक बचत खाते के ब्याज में कटौती
भारतीय स्टेट बैंक ऑफ़ इंडिया अपने ग्राहकों को 1 लाख से अधिक राशि वाले जमा खाते के ब्याज दर को कम कर दिया है। 1 मई 2020 से बचत खाते पर मिलने वाली ब्याज दर में बदलाव किया गया है। अब एसबीआई बचत खाता में एक लाख या उससे अधिक जमा राशि पर 2.75% वार्षिक ब्याज प्राप्त होगी।
- एलपीजी सिलेंडर की कीमत घटी
नए नियम के अनुसार बिना सब्सिडी वाले एलपीजी गैस सिलेंडर की कीमत रु 162.50 कम हो गयी हैं। गौरतलब है कि भारतीय आयल एंड गैस कंपनियाँ हर महीने के आरम्भ में गैस सिलेंडर के दाम समीक्षा करने के बाद सिलेंडर के कीमत तय करती हैं। इसके पश्चात् प्रत्येक राज्य में जारी टैक्स को जोड़ने के बाद फाइनल कीमत तय होती है। चूँकि प्रत्येक राज्य में जारी टैक्स की राशि अलग -अलग होती है। इस कारण से हर राज्य में गैस सिलेंडर की कीमत में अंतर होता है।
राज्यों 14,2 kg के गैस सिलेंडर की मई माह में कम हुई कीमत की सूचि :
- रेल की बुक्ड टिकेट में बोर्डिंग स्टेशन में बदलाव के नियम
रेलवे द्वारा 1 मई 2020 से रेल टिकेट में बोर्डिंग स्टेशन बदलने के नियम में बदलाव किया है। अब यात्री रेल की बुक्ड टिकेट में बोर्डिंग स्टेशन में बदलाव चार्ट निकल जाने के चार घंटे पहले तक कर सकेंगे। जबकि पहले बोर्डिंग स्टेशन में बदलाव रेल टिकेट चार्ट निकलने के 24 घंटे पहले तक हीं किया जा सकता था। इसके अतिरिक्त यदि रेल टिकेट में बोर्डिंग स्टेशन बदलने के बाद रेल यात्रा नहीं करते हैं और टिकेट कैंसिल कर देते हैं तो टिकेट का रिफंड नहीं प्राप्त होगा।
- कर्मचारी भविष्य निधि संगठन के ग्राहकों के पेंशन नियम में बदलाव
ईपीएफओ के ग्राहक जिन्होंने रिटायरमेंट के समय पेंशन में कम्यूटेशन का विकल्प चयन किया था। उन्हें रिटायरमेंट के 15 वर्ष बाद यानी 1 मई 2020 से पेंशन की पूरी राशि प्राप्त होगी। पेंशन में रिटायरमेंट के 15 साल बाद फुल पेंशन के लाभ प्राप्त करने का नियम फिर से लागू कर दिया गया है।
सरकार कम्यूटेशन का विकल्प पेंशनभोगियों को देती है कि अगर वे चाहें तो अपनी मासिक पेंशन का एक हिस्सा सेवानृवित्त के समय एकमुश्त ले सकते हैं। इसके तहत सेवानृवित्त के वक्त एक कर्मचारी को जितनी बेसिक पेंशन मिलती है, वह उसका एक तिहाई कम्यूट करवा सकता है। सरकार प्रत्येक वर्ष पेंशन से रु 8 हज़ार काटते हुए एडवांस में लिए गए पेंशन की राशि को रिकवर करती है। पहले ये राशि पेंशनर्स के पेंशन से आजीवन कटती रहती थी। किन्तु अब एडवांस ली गयी पेंशन की राशि को पेंशनर के पेंशन से रिटायरमेंट के 15 साल तक हीं काटा जाएगा।
- एयर इंडिया टिकेट पर कैंसिलेशन चार्ज नहीं लगेगा
एयर इंडिया फ्लाइट के टिकेट को कैंसिल करने पर टिकेट कैंसिलेशन चार्ज नहीं लगेगा। यदि यात्री एयर इंडिया की टिकेट बुकिंग के 24 घंटे के अन्दर टिकेट कैंसिल करते हैं तो टिकेट कैंसिलेशन चार्ज नहीं लगेगा।
- पीएनबी का डिजिटल वालेट बंद कर दिया गया
पंजाब नेशनल बैंक द्वारा किटी वॉलेट सुविधा बंद कर दी गयी है। पीएनबी के ग्राहक जो किटी वालेट सर्विस का उपयोग कर रहे थे। उन्हें आईएमपीएस डिजिटल मोड के उपयोग से अपना पैसा दूसरे बैंक अकाउंट में ट्रान्सफर करना होगा। गौरतलब है कि बैंक अकाउंट से लिंक्ड वालेट को तभी बंद किया जा सकता है, जब बैंक अकाउंट में शून्य बैलेंस हो। इसके मद्देनज़र पीएनबी द्वारा किटी वालेट के उपयोगकर्ता ग्राहकों की जानकारी के लिए बताया गया है कि वालेट से लिंक्ड बैंक खाते के पैसे को खर्च किया जाये या फिर आईएमपीएस (immediate payment service) डिजिटल मोड के उपयोग से दूसरे बैंक खाते में ट्रान्सफर कर लिया जाए।
