कोरोना महामारी नियंत्रण के लिए जारी किये गए लॉकडाउन के कारण प्रवासी कामगारों की अपने -अपने प्रदेश में वापसी हुई है। इसी क्रम में बिहार राज्य में प्रवासी श्रमिको की वापसी से प्रदेश में बेरोजगारी बढ़ी है। प्रवासी श्रमिकों में कुशल और अकुशल दोनों प्रकार के कामगार हैं। इनमें से वाहन चलाने में सक्षम कामगारों को रोजगार उपलब्ध कराने के लिए ग्राम परिवहन योजना शुरू की गयी है। योजना का उद्देश्य राज्य के ग्रामीण इलाको में परिवहन व्यवस्था सुलभ बनाना है। इसके अतिरिक्त राज्य के ग्रामीण क्षेत्रो के अनुसूचित जाति/जनजाति एवं अन्य पिछड़ा वर्ग के मजदूरों को आत्मनिर्भर बनाने के लिए स्वरोजगार हेतु प्रोत्साहित करना है। योजना के तहत वाहन के क्रय मूल्य का 50% अनुदान प्रदान किया जाएगा। योजना में ऑनलाइन आवेदन बिहार परिवहन विभाग की वेबसाइट से किया जा सकता है। आइये जाने योजना की पूरी जानकारी।

- योजना के तहत 4 सीटर से 10 सीटर सवारी वाहन पर सब्सिडी प्रदान किया जाएगा।
- ई -रिक्शा खरीदने के लिए वाहन की क्रय मूल्य का 50% या अधिकतम रु 70,000 जो भी अधिक हो।
- अन्य यात्री वाहन खरीदने के लिए वहन खरीद मूल्य का 50% या अधिकतम रु 1,00,000 तक सब्सिडी प्राप्त होगी।
- वाहन के खरीद मूल्य से तात्पर्य वहन का एक्स शोरूम कीमत, तृतीय पक्ष बीमा और वाहन टैक्स को जोड़ने के बाद वाहन की कुल लागत।

- बिहार राज्य के प्रत्येक ग्राम पंचायत से 5 कुशल लाभार्थियों का चयन किया जाएगा।
- बिहार राज्य का मूल निवासी होना आवश्यक है।
- चयनित लाभार्थियों में से 2 पिछड़ी जाति एवं 3 लाभार्थी अनुसूचित जाति, अनुसूचित जनजाति के होने चाहिए।
- लाभार्थी के पास हलके मोटर वाहन चालाक का लाइसेंस होना चाहिए।
- आवेदक की उम्र 21 वर्ष से कम नहीं होनी चाहिए।
- आवेदक के पास पहले से कोई व्यवसायिक वाहन नहीं होना चाहिए।
- किसी सरकारी कार्यालय में वाहन चालाक पद पर कार्यरत नहीं होना चाहिए।

- फिर यूजर नेम में रजिस्टर्ड मोबाइल नंबर और रजिस्टर्ड पासवर्ड की सहायता से पोर्टल पर लॉग इन करना होगा।
- इसके बाद योजना का आवेदन फॉर्म भरने के बाद सभी आवश्यक डाक्यूमेंट्स अपलोड करना होगा।
- फिर अंत में घोषणा पत्र रेडियो बटन पर क्लीक करने के बाद submit विकल्प पर क्लिक करना होगा।
- इसके नाद आवेदन सफल होने के बाद आवेदन पावती का रिसीप्ट प्राप्त होगा उसे सुरक्षित रखना है। इसी पेज में प्रिंट आवेदन फॉर्म के विकल्प पर क्लिक करके के भरे गए आवेदन फॉर्म की प्रति निकाल कर अपने पास सुरक्षित रखना होगा।
- आवेदन करने के 7 दिनों के अन्दर सब्सिडी की रकम बैंक खाते में ट्रान्सफर कर दी जायेगी।
