बिहार मुख्यमंत्री निश्चय एवं सहायता भत्ता योजना (Mukhyamantri Nishchay evam Sahayata Bhatta Yojana) की पूरी जानकारी हिंदी में
बिहार राज्य के मुख्यमंत्री नितीश कुमार द्वारा बिहार को विकसित राज्य बनाने के 7 निश्चय आर्थिक हल युवाओं को बल के अंतर्गत 3 योजनाओं का संचालन कुशल युवा कार्यक्रम, स्टूडेंट क्रेडिट कार्ड योजना तथा मुख्यमंत्री निश्चय एवं सहायता भत्ता योजना का शुभारभ 2 अक्टूबर 2016 से किया गया है।
इस योजना का लक्ष्य बिहार राज्य के युवाओं को शिक्षित करना तथा बिहार राज्य से बेरोज़गारी का निराकरण करना है।
मुख्यमंत्री निश्चय एवं सहायता भत्ता योजना का उद्देश्य (Mukhyamantri Nishchay Evam Sahayata Bhatta Yojana Ka Uddeshy):
इस योजना के तहत 12 वीं पास बिहार राज्य के युवक / युवती को जिनकी आयु 20 वर्ष से 25 वर्ष के बीच होगी, उन्हें रोज़गार तलाशने में आर्थिक सहायता के रूप में रूपए 1000 प्रति महीने की दर से, अधिकतम 2 वर्ष तक बेरोज़गारी भत्ता दिया जायेगा। बेरोज़गारी भत्ता का लाभ लेने के लिए युवक/ युवती को कुशल युवा प्रोग्राम के तहत 3 महीने की कंप्यूटर बेसिक ट्रेनिंग तथा भाषा संवाद का प्रशीक्षण लेना अनिवार्य होगा।
रोज़गार तलाशने की तिथि से 2 वर्ष की अवधि में जैसे ही युवक /युवती को रोज़गार मिल जायेगा, उस तिथि से हीं बेरोज़गारी भत्ता मिलना बंद हो जायेगा।
मुख्यमंत्री निश्चय एवं सहायता भत्ता योजना में आवेदन हेतु पात्रता (Mukhyamantri Nishchay Evam Sahayta Bhatta Yojana mein Aavedn Hetu Patrta):
- आवेदनकर्ता युवक /युवती की आयु 20 वर्ष से 25 वर्ष के बीच हो तथा बिहार राज्य सरकार से मान्यता प्राप्त विद्यालय से 12 वीं कक्षा पास किया हो।
- 12 वीं कक्षा से आगे की पढ़ाई न कर रहा हो, तथा रोज़गार की तलाश में हो।
- आवेदनकर्ता बिहार राज्य के उस जिले का स्थयी निवासी होना चाहिए जिस जिले के पंजीकरण केंद्र में इस योजना का आवेदन फॉर्म जमा कर रहा हो।
- आवेदक को किसी अन्य स्तोत्र जैसे स्टूडेंट क्रेडिट कार्ड योजना से शिक्षा ऋण /छात्रवृत्ति / भत्ता आदि किसी भी प्रकार की सरकारी सहायता न मिल रही हो।
- आवेदक के पास अपने रोज़गार का कोई साधन न हो।
- आवेदक युवक / युवती को इस योजना के तहत भत्ता का लाभ उठाने के लिए श्रम संसाधन विभाग द्वारा संचालित भाषा संवाद ज्ञान तथा बेसिक कंप्यूटर ज्ञान का प्रशिक्षण कुशल युवा प्रोग्राम के अंतर्गत लेना अनिवार्य होगा।
- आवेदक युवा / युवती को इस योजना के तहत मिलने वाले 5 महीने का कुल मासिक भत्ता तब तक नहीं दिया जायेगा, जब तक युवा कुशल कार्यक्रम की ट्रेनिंग को सफलतापूर्वक पूर्ण करने का प्रमाण पत्र नहीं पेश करते हैं।
- इस योजना के तहत मिलने वले भत्ते को उस दिन से समाप्त कर दिया जायेगा, जिस दिन से आवेदक को रोज़गार मिलने की पुष्टि हो जाएगी।
निश्चय एवं सहायता भत्ता योजना के आवेदन के लिए आवश्यक दस्तावेज़ (Nishchay Evam Sahayata Bhatta yojana Ke Liye Aavashyak Dstavez):
- 12 वीं तथा 10 वीं कक्षा के पास होने का प्रमाण पत्र, जिसमें आवेदक की जन्तिथि लिखी हो।
- बिहार राज्य का आवासीय प्रमाण पत्र ।
- किसी राष्ट्रियकृत बैंक का खाता संख्या तथा उस खाते के पासबुक की प्रथम पृष्ट की प्रतिलिपि जिसमें आवेदक का नाम, पता, सम्बंधित बैंक शाखा का IFSCकोड, लिखा हो।
- आधार कार्ड ।
- इस योजना के लिए ऑनलाइन आवेदन के दौरान अभिप्रमाणित आवेदन पत्र एवं आवश्यक दस्तावेजों की प्रतिलिपि।
आवेदन की प्रक्रिया (Nishchay Evam Sahayata Bhatta (Yojana ke Liye Aavedn Ki Prakriya)
- इस योजना में आवेदन हेतु बिहार राज्य के शिक्षा विभाग, योजना एवं विकास विभाग एवं श्रम संसाधन विभाग के वेबसाइट पर जाने के लिए इस लिंक पर क्लिक करिये. इस वेबसाइट का फोटो देखिये नीचे :
- इस पेज में एक तरफ विकल्प दिया होगा नया आवेदक पंजीकरण आपको इस विकल्प पर क्लिक करना है. इस विकल्प का फोटो देखिये नीचे :
- नया पंजीकरण विकल्प पर क्लिक करते हीं एक दूसरा पेज खुल जायेगा । इस पेज की फोटो नीचे देखिये :
- इस पेज में दिए गए आवेदक फॉर्म में मांगी गए जानकारी आपको भरनी होगी , अपने नाम , ईमेल आईडी , मोबाइल नंबर लिखने के बाद Send OTP पर क्लिक करना होगा । फिर आपके मोबाइल नंबर पर OTP का SMS (मेसेज) आएगा , आपको ये OTP (one time password) enter OTP के विकल्प में लिखना होगा तथा केंद्र के नाम के लिए दो विकल्प होगा yes या no का इनमें से आपको एक विकल्प पर टिक करना होगा । इसके बाद क्लिक करने पर मेसेज लिख कर आएगा कि आपके द्वारा भरी गयी जानकारी सही है आपको yes पर क्लिक करना है ।क्लिक करते हीं मेसेज लिख कर आयेगा successfully registered. अब आपका इस योजना में पंजीकरण हो गया ।
- अब आपके पंजीकृत मोबाइल नंबर पर user id तथा password का मेसेज आएगा , ये user id आपका ईमेल आईडी होगा तथा password आपका password होगा । अब आपको फिर से बिहार राज्य के शिक्षा विभाग, योजना एवं विकास विभाग एवं श्रम संसाधन विभाग के वेबसाइट पर जाना होगा तथा पंजीकरण के बाद आपको मिले user id और password की सहायता से log in करना होगा । इस पेज का फोटो नीचे देखिये :
- फिर एक दूसरा पेज खुलेगा इस पेज में आपको विकल्प लिखा होगा password रिसेट का ,आपको अपना कोई आसान password लिख़ना होगा और सबमिट बटन पर क्लिक करना होगा । फिर आपके पास password रिसेट successfully का मेसेज मोबाइल पर आएगा । इस पेज का फोटो नीचे देखिये :
- आपको फिर से होम पेज पर जाकर नए password और user id की मदद से log in करना होगा ,इसके बाद एक नया पेज खुलकर आएगा . इस पेज का फोटो नीचे देखिये :
इस पेज में मांगी गयी सभी जानकारी भरने के बाद आपका इस योजना में ऑनलाइन आवेदन की प्रक्रिया पूरी हो जाएगी।
- ऑनलाइन आवेदन करने के बाद 30 दिन के अंदर किसी भी कार्य दिवस में सुबह 10 बजे से शाम 6 बजे के बीच सारे जरूरी दस्तावेज़ के साथ आपको DRCC के कार्यालय में दस्तावेज़ का सत्यापन करना अनिवार्य है।
