देश की सरकार देश और देशवासियों के सर्वंगीण विकास हेतु समय – समय पर अनेक योजनाओं का क्रियान्वयन करती रहती है। इसी क्रम में वर्ष 2003 में कांग्रेस सरकार के कार्यकाल में प्रधानमंत्री स्वास्थ सुरक्षा योजना शुरू करने की घोषणा की गयी थी।
देश के स्वास्थ सुविधा में सुधार तथा स्वास्थ संस्थानों जैसे मेडिकल कालेजों में नवीनतम उपकरणों के उपयोग द्वारा ईलाज की सुविधा उपलब्ध करना और देश के अन्य प्रदेशों में अखिल भारतीय आयुर्विज्ञान संस्थान की स्थापना करने हेतु इस योजना का क्रियान्वयन 2006 में किया गया था। तब से आज तक इस योजना के तहत मेडिकल कालेजों में अपग्रेडेशन का कार्य प्रगति पर है।
अब तक प्रधानमंत्री स्वास्थ सुरक्षा योजना के तहत 6 नए अखिल भारतीय आयुर्विज्ञान संस्थान की स्थापना हो चुकी है। रायबरेली में AIIMS के निर्माण का कार्य प्रगति पर है। 2014 -2015 की बजट में 12 नए एम्स की स्थापना करने की घोषणा की गयी है। जिनमें से 4 एम्स की स्थापना की मंजूरी मंत्रीमंडल द्वारा हो चुकी है।

प्रधानमंत्री स्वास्थ सुरक्षा योजना का उद्देश्य (Objective Of Pradhanmantri Swasth Suraksha Scheme)
इस योजना का उद्देश्य देश के हर प्रदेश में अखिल भारतीय आयुर्वेद संस्थान (एम्स) की स्थापना करना है, तथा मेडीकल कालेजों में एम्स जैसी स्वास्थ सुविधाएँ उपलब्ध कराना, जिससे आर्थिक रूप से कमजोर वर्ग भी बेहतर स्वास्थ सुविधाओं का लाभ उठा सकें।
प्रधानमंत्री स्वास्थ सुरक्षा योजना की रूपरेखा:
इस योजना के लक्ष्य को प्राप्त करने के लिए योजना के रूपरेखा के आधार पर दो भागों में विभाजित किया गया है:

पहले भाग:
a . देश के हर प्रदेश में दिल्ली के एम्स जैसी बड़ी स्वास्थ संस्थान की स्थापना करना है। इस क्रम में अभी तक इस योजना के तहत 6 नए एम्स की स्थापना देश के विभिन्न क्षेत्रों में की जा चुकी है। जिनके नाम निम्नलिखित हैं :
- . बिहार राज्य में पटना में
- . छत्तीसगढ़ राज्य में रायपुर
- . राजिस्तान राज्य में जोधपुर
- . उत्तरांचल में ऋषिकेश
- . उड़ीसा में भुवनेश्वर
- . मध्य प्रदेश में भोपाल
इन नए एम्स में उपलब्ध कराई जाने वाली प्रमुख सुविधाएँ निम्नलिखित हैं :
- सुपर स्पेशल्टी विभागों के साथ कुल 960 बेडों (बिस्तर) की क्षमता वाले अस्पताल
a . 500 बेड का अस्पताल विशेष विभागों (स्पेशल्टी डिसिप्लिन) सहित
- 300 बेड के अस्पताल 15 स्पेशल्टी सिस्टम के साथ
- 100 बेड के अस्पताल आइसीयू / दुर्घटना ट्रामा
- 30 बेड के अस्पताल आयुष विभाग
- 30 बेड के अस्पताल भौतिक चिकित्सा और पुनर्वास
- बेसिक साइंस के 6 विभाग
- एनाटॉम
- फिजियोलॉजी
- जैव रसायन
- औषध
- सामुदायिक चिकित्सा
6 .फॉरेंसिक मेडिसिन
- अन्य दो विभाग होंगे :
- आयुष
- फिजिकल मेडिसिन और रिहेबिलिटेशन (PMR)
- नए 6 एम्स संस्थान में विज्ञानं के 18 सुपर स्पेशल्टी विभागों में उपचार सुविधा के साथ चिकित्सा सुविधा भी उपलब्ध कराई जाएगी।
- नए 6 एम्स में सुविधओं की वर्तमान स्थिति :
सभी एम्स संस्थानों में मेडिकल कालेज तथा नर्सिंग कालेज क्रमशः सितम्बर 2012 तथा सितम्बर 2013 से शुरू कर दी गयीं हैं ओपीडी, आईपीडी ओटी (OPD,IPD OT) की सेवाएं भी शुरू हो चुकीं हैं।
- इस योजना के अंतर्गत 4 नए एम्स जिनकी स्थापना की मंजूरी मंत्रीमंडल द्वारा 2014- 2015 की बजट में हो चुकी है:
1 . आंध्रप्रदेश प्रदेश में एम्स मलानगिरी
2 .महाराष्ट्र में एम्स नागपुर
३ . उत्तर प्रदेश में एम्स गोरखपुर
4 . पश्चिम बंगाल में एम्स कल्यानी
- बचे हुए 9 एम्स जिनकी सरकार द्वारा 2014- 2015 में घोषणा की गयी है :
1 . एम्स झारखंड
- एम्स गुजरात
- एम्स तमिलनाडु
- एम्स पंजाब
- एम्स जम्म कश्मीर
- एम्स हिमांचल प्रदेश
- एम्स असाम
- एम्स बिहार
3 . राय बरेली में एम्स का काम प्रगति पर है।

इस के अंतर्गत सभी मेडिकल कालेजों का सुधार तथा नवीनतम उपकरणों मशीनों आदि को उपलब्ध कराना है। योजना के इस भाग के सुचारू रूप से संचालन हेतु मेडिकल कालेजों के अपग्रेडेशन के कार्य को तीन चरणों में बाँटा गया है:
