केंद्र की वर्तमान सरकार प्रधानमंत्री मोदी के नेतृत्त्व में देश के समग्र विकास के लिए प्रतिबद्ध है। प्रधानमंत्री नरेंद्र मोदी का देश को प्रगति की नयी ऊँचाईयों पर पहुँचाने का मन्त्र है, सबका साथ सबका विकास। इस प्रक्रिया में सरकार ने देश के सभी वर्गों के कल्याण हेतु अनेक योजनाओं का क्रियान्वयन किया है।
इसी सापेक्ष में एक अत्यंत महत्वपूर्ण योजना प्रधानमंत्री आवास योजना का सूत्रपात किया गया है। इस योजना का शुभारम्भ 25 जून 2015 को किया गया था।
देश के आर्थिक रूप से कमजोर वर्ग को ध्यान में रखते हुए उनकी बुनियादी आवश्यकता, रहने हेतु मकान का सपना पूरा करने की दिशा में सरकार द्वारा उठाया गया, यह एक महत्वपूर्ण कदम है। प्रधानमंत्री का सपना है कि 2022 तक रहने हेतु सभी के पास अपना मकान हो।

प्रधानमंत्री आवास योजना का उद्देश्य (Objective Of Pradhanmantri Awas Yojana)
इस योजना का उद्देश्य 2022 तक देश के सभी आर्थिक रूप से पिछड़े वर्ग अनुसूचित जाति, अनुसूचित जनजाति, महिलाएं, विधवाओं, समाज के उपेक्षित वर्ग ट्रांसजेंडर तथा शहरों में रहने वाले आर्थिक रूप से कमजोर वर्ग के मकान के सपने को पूर्ण करना है। इनके अतिरिक्त घर से उपेक्षित वृद्ध व्यक्ति तथा शारीरिक रूप से अपंग व्यक्तियों को इस योजना के तहत आवास के लिए पंजीकरण करने पर जमीन वाला घर (ग्राउंड फ्लोर) की प्राथमिकता दी जाएगी।

प्रधानमंत्री आवास योजना के विभाग (Component Of PMAY Scheme)
इस योजना के लक्ष्य को पूरा करने के लिए तीन भागों में विभाजित किया गया है:

प्रधानमंत्री आवास योजना का पहला चरण:
इस चरण की शुरुआत 2015 में की गयी थी। इसके अंतर्गत 100 से ज्यादा शहरों में आवास बनाने का लक्ष्य रखा गया था। जो इस योजना के तहत मार्च 2017 तक पूरा कर दिया गया है।

दूसरा चरण:
इस चरण की शुरुआत अप्रैल 2017 से की गयी थी। इस के अंतर्गत 200 से ज्यादा शहरों में इस योजना के तहत आवास उपलब्ध कराने का लक्ष्य रखा गया है। जिसे मार्च 2019 तक पूरा करने का लक्ष्य है।

तीसरा चरण :
इस चरण की शुरुआत अप्रैल 2019 से की जाएगी तथा इसे 2022 तक समाप्त करने का लक्ष्य रखा गया है। इस अवधि में बाकि बचे शहरों को योजना के तहत आवास उपलब्ध करने का लक्ष्य पूरा किया जायेगा।

प्रधानमंत्री आवास योजना के लाभ (Benefits Of PMAY):
- इस योजना के तहत घर से उपेक्षित वृद्ध और विकलांग व्यक्तियों द्वारा आवास के लिए पंजीकरण (रजिस्टर) करने पर, जमीन वाला तल (ग्राउंड फ्लोर) की प्राथमिकता डी जाएगी।
- आवास का निर्माण पर्यावरण अनुकूल (इको फ्रेंडली) तकनिक के आधार पर किया जायेगा।
- इस योजना के अंतर्गत आवास के लिए 20 वर्ष तक के लिए दिए जाने वाले लोन पर 6.5% ब्याज की सब्सिडी दी जाएगी।
- इस योजना के तहत ब्याज की सब्सिडी का लाभ निम्नलिखित है:
| श्रेणी | ब्याज की सब्सिडी | ऋण की राशि (लोन अमाउंट) | जमीन का क्षेत्रफल |
| EWS | 6.50 % | 6 लाख | 30 |
| LIG | 6.50 % | 6 लाख | 60 |
| MIG 1 | 4.00 % | 9 लाख | 120 |
| MIG 2 | 3.00 % | 12 लाख | 150 |
प्रधानमंत्री आवास योजना के लिए आवेदन की प्रक्रिया (Process Of Application For PMAY Scheme):

जन सुविधा केंद्र (Common Service Center) द्वारा ऑनलाइन आवेदन :
a .इस योजना में ऑनलाइन आवेदन करने के लिए ‘आधार कार्ड और एक पासपोर्ट साइज़ फोटो’ के साथ अपने निकट के जन सुविधा केंद्र से सम्पर्क कर सकते हैं।
- जन सुविधा केंद्र के कर्मचारी द्वारा आपका इस योजना में आवेदन करने के लिए 25 रूपए का शुल्क लिया जायगा। ये शुल्क सरकार द्वारा निर्धारित की गयी है।
c . आवेदन करने के बाद जन सुविधा कर्मचारी द्वारा आपको एक रसीद दिया जायेगा। जिसमें आपका फोटो और रसीद का क्रमांक लिखा होगा।
इस रसीद में लिखे फॉर्म नम्बर और आधार कार्ड नम्बर की सहायता से आप अपने मोबाइल या कंप्यूटर के द्वारा अपने आवेदन की स्तिथि की जानकारी प्राप्त कर सकते हैं।

स्वयं ऑनलाइन आवेदन करना :
- इस योजना में आवेदन करने के लिए आपको सबसे पहले इस योजना की आधिकारिक वेबसाइट (official website) http://pmaymis.gov.in को खोलना होगा।
- इस साईट के खुलने पर मेनू बार (menu bar) में सिटीजन एस्सेस्मेंट (Citizen Assessment) का विकल्प लिखा मिलेगा। आपको इस विकल्प पर क्लिक करना है।
- इस विकल्प पर क्लिक करने के बाद आपके सामने दो विकल्प खुल कर आएंगे :
- स्लम डेवलर्स ( For Slum Dwellers)
- बेनेफिट्स अंडर थ्री कॉम्पोनेन्ट (Benefit under 3 component)
आपको इनमें से किसी एक विकल्प का चुनाव करना होगा।
आपके द्वारा विकल्प चुनने के बाद आधार कार्ड नंबर (Aadhar card number) लिखने का विकल्प सामने आएगा, आवेदक को अपना आधार कार्ड नम्बर उस विकल्प में लिखना होगा। फिर उसके निचे चेक (check) के विकल्प पर क्लिक करना होगा।
फिर आपके सामने इस योजना में आवेदन करने का फॉर्म खुल कर आ जायेगा। अब आपको इस फॉर्म में मांगी गयी जानकारी भरनी होगी।
फॉर्म पूरा भरने के बाद निचे एक विकल्प होगा captcha कोड लिखने का उसे आपको जैसा लिखा है वैसा हीं लिखना होगा।
इसके बाद सेव (save) का विकल्प होगा, आपको फॉर्म सेव करन होगा।
- आप अपने फॉर्म का प्रिंट (print) भी निकाल सकते हैं इससे आपको अपने लोन की स्तिथि जानने में सहायता मिलेगी।
2. आप अपने ऑनलाइन आवेदन किये गए लोन की स्तिथि जानने के लिए अपने ऑनलाइन भरे हुए फॉर्म के क्रमांक नम्बर और आधार कार्ड नंबर का उपयोग नीचे लिखे लिंक पर क्लिक करके प्राप्त कर सकते हैं :
