केंद्र की वर्तमान सरकार ने देश के अल्पसंख्यक वर्ग के, गरीब परिवारों को समाज की मुख्य धारा से जोड़ने के लिए कई योजनायें लागू की हैं। उनमें से एक सराहनीय योजना अल्पसंख्यकों के लिए नयी उड़ान योजना है।यह योजना वर्ष 2013 से देश के अल्पसंख्यक वर्ग के आर्थिक रूप से कमजोर परिवारों के मेधावी छात्रों की शिक्षा में आर्थिक मद्द हेतु सक्रीय है।
इस योजना के द्वारा अल्पसंख्यक मेधावी छात्रों को छात्रवृत्ति तथा निशुल्क कोचिंग के माध्यम से सरकारी सहायता प्रदान की जाती है। इसी क्रम कों जारि रखते हुए वर्ष 2017 से इस योजना के तहत सिविल सर्विसेस की प्रतियोगी परीक्षा की तैयारी हेतु निशुल्क कोचिंग की व्यवस्था करना, सरकार द्वारा अल्पसंख्यक मेधावी छात्रों के महत्वाकांक्षा की उड़ान को नयी दिशा देना है।
नयी उड़ान योजना का उद्देश्य(Objective of Nayi Udaan Scheme
इस योजना के तहत अल्पसंख्यक मेधावी छात्र जो कि यूनियन पब्लिक सर्विस कमीशन (UPSC), स्टेट पब्लिक सर्विस कमीशन (SPSC) तथा स्टाफ सलेक्शन कमीशन (SSC) आदि के प्रतियोगी परीक्षाओं के प्रथम चरण की परीक्षा को पास कर चुके हैं । उन छात्रों की प्रतियोगी परीक्षाओं के दूसरे चरण की तैयारी में आर्थिक मद्द हेतु निशुल्क कोचिंग की व्यवस्था करना है। दरअसल सरकार का मकसद अल्पसंख्यक मेधिवी छात्रों द्वारा आर्थिक मजबूरी के कारण प्रतियोगी परीक्षाओं की तैयारी न कर पाने की समस्या का निदान करना है, तथा सरकारी उच्च पदों पर अल्पसंख्यक अभ्यर्थियों के भागीदारी को बढ़ाना है।
इस योजना के तहत अभ्यार्थियों के पात्रता के नियम व शर्तें (Eligibility Of Candidates Under This Scheme):
- अभ्यर्थियों को यूनियन पब्लिक सर्विस कमीशन (UPSC), स्टेट पब्लिक सर्विस कमीशन (SPSC),तथा स्टाफ सलेक्शन कमीशन (SSC) अथवा इसके समतुल्य सिविल सर्विसेज की अन्य परीक्षाओं के प्रारम्भिक(प्रथम चरण) की परीक्षा को पास करने के साक्ष्य के तौर पर रोल नम्बर स्लिप, आई डी कार्ड और रिजल्ट(अंक प्रमाण पत्र) प्रस्तुत करना होगा।
- इस योजना का लाभ उठाने के लिए अभ्यर्थी को अपने परिवार का आय प्रमाण पत्र और अल्पसंख्यक प्रमाण पत्र प्रस्तुत करना अनिवार्य होगा

नयी उड़ान योजना का लाभ प्राप्त करने के लिए सभी स्त्रोतों से परिवार की वार्षिक आय की सीमा रु 6 लाख से बढ़ाकर रु 8 लाख कर दी गयी है। वर्ष 2019-20 से नए नियम लागू कर दिया गया है।
