केंद्र सरकार द्वारा वर्ष 2019 की अंतरिम बजट कार्यवाहक वित्तमंत्री पियूष गोयल द्वारा 1 फरवरी को संसद में पेश की गई है। इस बजट में किसान, श्रमिकों, ग्रामीण महिलाओं, रेलवे सेक्टर , डिफेन्स सेक्टर, रियल स्टेट सेक्टर एवं सैलरी वर्ग वाले माध्यम वर्ग को ध्यान में रखते हुए अनेक योजनाओं की घोषणा की गई है। आइये जाने अंतरिम बजट की मुख्य बाते ।
अंतरिम बजट क्या है Interim Budget kya Hai
केंद्र सरकार चुनावी वर्ष में लोकसभा चुनाव से पहले जो बजट पेश करती है। उसे अंतरिम बजट कहते हैं। ये बजट कुछ महीने के लिए होती है। गौरतलब है कि मोदी सरकार के कार्यकाल का ये अंतिम वर्ष है। इसलिए इस वर्ष अंतरिम बजट संसद में पेश किया गया है। इस बजट में वित्तीय वर्ष के शुरूआती चार महीने के राजस्व का प्राविधान किया गया है।
अंतरिम बजट 2019 की घोषणायें Interim Budget ki Announcement
- रूपए 5 लाख तक की वार्षिक आय प्राप्त करने वाले कर्मचारियों को आयकर टैक्स की छूट दिये जाने की घोषणा की गई है। सरकार के इस फैसले से देश के लगभग 3 करोड़ करदाताओं को लाभ मिलेगा।
- छोटे एवं खेतिहर मजदुर किसानों के लिए प्रधानमन्त्री किसान सम्मान निधि योजना को शुरू करने की घोषणा की गई है। इस योजना के तहत वार्षिक रूपए 6,000 किसानों के खाते में सीधे हस्तांतरित किये जाने का प्रावधान किया जाएगा। ये राशि रूपए 2,000 की तीन किश्तों में किसानों को प्राप्त होगी।
- इस योजना के तहत असंगठित क्षेत्र के कामगार श्रमिक जिनकी वार्षिक आय रूपए 21,000 वार्षिक है। ऐसे कामगाारों को रूपए 7,000 वार्षिक बोनस देने की घोषणा की गई है।
- श्रम- योगी मानधन वृहद पेंशन योजना शुरू करने की घोषणा की गयी है। इस योजना के तहत 60 वर्ष से अधिक के श्रमिकों को रूपए 3,000 मासिक पेंशन दिए जाने का प्रावधान किया जाएगा। इस योजना से लगभग 10 करोड़ श्रमिक लाभान्वित होंगे।
- बैंक एवं डाकघर के बचत खाते में टीडीएस की सीमा रूपए 10 हज़ार से बढ़ाकर रूपए 40 हज़ार करने की घोषणा की गई है।
- रियल स्टेट के बिना बिके हुए फ्लैट्स पर अनुमानित किराए पर कर की प्रक्रिया को एक साल से बढ़ाकर प्रोजेक्ट समाप्त होने के दो वर्ष बाद से कर देने का प्रावधान सुनिश्चित किया जाएगा।
- अगले पाँच वर्ष के कार्यकाल में 5 लाख गाँव को डिजिटल बनाने की घोषणा।
- डिफेन्स सेक्टर के लिए 3 लाख करोड़ रूपए के बजट का एलान किया गया है।
- रेलवे सेक्टर में आधुनिकीकरण हेतु रूपए 1.58 लाख करोड़ रूपए के बजट का प्रावधान किया जाएगा।
- ग्रामीण महिलाओं को उज्ज्वला योजना के तहत 8 करोड़ एलपीजी गैस के कनेक्शन दिए जाने का प्रावधान किया गया है। इस योजना के तहत 6 करोड़ एलपीजी कनेक्शन दिए जा चुके हैं।
- निति आयोग के तहत सिमिति के गठन की योजना बनायी जायेगी। जिसके तहत घुमंतू एवं अर्ध घुमंतू वर्ग को वर्गीकृत करने के कार्य को अंजाम दिया जाएगा।
- महिलाओं के स्वामित्व वाले लघु एवं माध्यम उद्योगों से सरकारी उपक्रमों द्वारा सरकार द्वारा निर्धारित अनुपात में वस्तुओं को ख़रीदे जाने का प्रावधान किया जाएगा।
- आर्टिफिशियल इंटेलिजेंस पर राष्ट्रीय कार्यक्रम शुरू करने की घोषणा की गई है।
- मेक इन इंडिया योजना को बढ़ावा देने के लिए वस्तुओं के निर्यात तंत्र एवं सीमा शुल्क में सुधार किये जाने की घोषणा।
- पूर्वोतर क्षेत्रों में इन्फ्रास्ट्रक्चर हेतु रूपए 58166 करोड़ के बजट का आवंटन किया जाएगा।
- नेशनल एजुकेशन स्कीम के लिए रूपए 38570 करोड़ रूपए आवंटित किये जाने के प्रावधान की घोषणा की गई है।
- वन रैंक वन पेंशन के तहत रूपए 35 हज़ार करोड़ रूपए आवंटित किये गए।
- कर्मचारी राज्य बिमा निगम के तहत श्रमिको के वार्षिक आय की पात्रता को बढ़ाकर रूपए 21 हज़ार किये जाने की घोषणा की गई है।
- किसानों की न्यूनतम पेंशन रूपए एक हज़ार रूपए निर्धारित की किये जाने का प्रावधान किया गया है।
- देश के सभी कसानों को किसान क्रेडिट कार्ड का लाभ प्रधान किया जाएगा
- किसानों को पशुपालन व्यवसाय हेतु लोन लेने पर 2 प्रतिशत ब्याज की छूट दिए जाने की घोषणा की गई है।
- वर्ष 2019 तक देश के सभी गाँवों में बिजली पहुँचाने के मिशन को पूरा किये जाने की घोषणा की गई है।
- देश के 22 वें एम्स की नींव हरियाणा में रखे जाने की घोषणा की गई है।
